COE = Certificate of Eligibility. Refers to a certifcate CADOJ will issue you you if you pass an FBI and state background check with electronically submitted fingerprints. Upon passage of the BG check, you get a 1 year COE, which along with a federal Curio and Relic FFL, gives you an exemption to the 10-day wait for C&R purchases from a dealer, and exempts you from the 1-handgun-a-month law for ALL handgun purchases, C&R and Modern.
