Default CA resident for PA CCW

I'm visiting someone in the summer at PA
Am I able to get the CCW for the state of Pennsylvania?

It looks like PA is a “shall issue” State to both residents and non-residents. I’m not sure how long it would take to get the permit though. You might consider getting a non-resident permit from Florida or another State where PA honors that permit (reciprocity). I was able to get a permit from Florida pretty easily and quickly, all through the mail. The Florida permit is good for 7 years, and many other States honor it. ^PA requires a person with an AZ permit to be a resident of AZ that is 21 or older, a person with a UT permit to be a resident of UT that is 21 or older, and a person with a FL permit to be a resident of FL.

Only if you have a valid CA CCW permit.

PA requires a non-resident to have a valid carry permit from the State they reside in, in order to obtain a PA non-resident CCW permit. [PA CS 18. 6109(e)(1)(ix)]
^A CA resident will need to have a valid CA CCW permit in order to be able to get a PA non-resident CCW permit.


PA Consolidated Statues Title 18 Section 6109
(e) Issuance of license.--
(1) A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle and shall be issued if, after an investigation not to exceed 45 days, it appears that the applicant is an individual concerning whom no good cause exists to deny the license. A license shall not be issued to any of the following:
(ix) A resident of another state who does not possess a current license or permit or similar document to carry a firearm issued by that state if a license is provided for by the laws of that state, as published annually in the Federal Register by the Bureau of Alcohol, Tobacco and Firearms of the Department of the Treasury under 18 U.S.C. § 921(a)(19) (relating to definitions).

Cannot use non-resident permits. You would need to get a PA non-resident permit.

Also note from the USCCA website in order to apply for non-resident, a CA CCW is required:

NO - BE CAREFUL. Only RESIDENT permits are accepted. So if you have a RESIDENT permit from AZ etc. they will take it. NOT an out of state permit.

In PA, permitting is done county by county and SOME sheriffs will issue out of state (non-resident) permits, MANY will not. Further, while you can apply by sending in everything via mail etc., you MUST pick up the license IN PERSON (for any county I have found).

SO... you will have to see IF the county in which your friend lives issues non-resident permits, THEN apply 45 days in advance by mail. THEN if you clear the checks, make an appointment to pick it up IN PERSON while you are there. Permits are good for 5 years though.

Also note that...

As required by PA state laws...
In order to be issued a non-resident carry permit, the non-resident of PA must have a valid carry permit in the State the non-resident resides in.
Additionally, if their State carry permit becomes invalid, then the PA non-resident carry permit also becomes invalid.

Which means a CA resident must have a valid CA CCW permit in order to be eligible to obtain a PA non-resident CCW permit and if their CA CCW permit becomes invalid, then the PA non-resident CCW permit also becomes invalid.

I got my LTC in Luzerne county. Super easy online tracker. Uploaded my CA ccw and all other documents. Approved in 10 days. Scheduled my pickup a month later. 10 minutes, in an out.

Resident permits only — and you must have a CCW from your own state to get a PA CCW. I got my permit when I worked for a company that was HQ in PA. Took 4 weeks in Delaware county.

Apply in person, wait for approval, pick up in person. Nothing by mail in 2012. May have changed.

As the others have noted, you need a resident permit in your home state. Your best bet is to call/email ahead and see which counties would be willing to issue you a permit, and what documents they require. Some of them in the past required 3 non-family character witnesses that they could contact to verify if you were of good character. I think this has been ruled illegal, but I don't know for sure.

I picked mine up several years ago when I was there on a business trip. I was in Pittsburgh, and I knew they refuse to issue them. So I sent emails to the sheriff's in the surrounding counties to see if any of them would issue a permit to me while I was there. The Sheriff in Armstrong County wrote back personally and said sure. I drove 45 minutes from where I was staying, and had my permit in less than 1/2 an hour. They are valid for 5 years. I had all my paperwork with me, and the only hangups we had was me trying to track down non-familial character witnesses and their phone numbers. And for the record, they never called any of them.
