Got my GREEN application in the mail today. Looks pretty cut and dry. Mike

Received GREEN application in the mail on 6-5-10

MAILED APPLICATION on 6-8-10

C.C. was charged on 6-14-10

License received on 6-24-10

I sent my paperwork off on Thursday 6/3. My CC was charged @ 0432 on Sunday 6/6. Is the government working overtime on these?

Only took 20 days for me but from what I have read here and on other forums that is not the norm. Four to six weeks is probably a bit more normal it seems.

I got my application in 4 days.
I have it filled out and mailing it Mon. 6/28.

Last C&R license took 8 months 16 days. They must have thought I was Al Capone. LOL

We'll see how long this time.

Question: When sending (fax, e-mail or mailing) do we also send a copy of our drivers license to the vendors?

it depends on what the vendor needs. Some may want to see a DL as well as the FFL, even though there isn't any legal requirement that I know of.

I know that some people photocopy the FFL and DL so it is on one sheet of paper, and then make copies of that. that way, they can just fax one sheet of paper and not worry about it.

Mailed application in approximately July 7th.
Credit card charged July 12th.
Let's see if they keep up the pace, hopefully my FFL will come soon. Applying for COE at the same time. Should be good.

I applied on line for the forms in the middle of June, got then at the end of the month. Finally got around to filling them out today and will send them off tomorrow!!

I'm not a C&R holder, but I have two questions..


1. Would I have the ability to have the C&R items shipped to my job? I'm never home during UPS/FedEx hours of operation.

2. If I didn't want to have a C&R license anymore in like 20-30 years, how would I do that? I want to move to France when I'm old and their firearms laws are 100x worse than California's, can you believe that?

You would not be able to have your firearms delivered to your job. They can only be delivered to the address on your license.

When you decide you don't want to use your 03 any longer, just stop buying and hold on to the license. No need to return it or your log to the BATFE.

The only requirement for taking your firearms to France is to:
#1- Never fire them.
#2- Drop all of them.
#3- Either run or surrender.

actually, there is no requirement that firearms only be shipped to the premiis or mailing address on the FFL.

We encourage that FFLs verify to the best of
their ability that the shipping address is a
valid location where the licensee is prepared
to receive and subsequently possess the
firearms. In addition, if an FFL has customers
that require frequent delivery of firearms to
an address other than their licensed business
premises, we recommend that the shipping
address be placed on file with ATF’s Federal
Firearms Licensing Center (FFLC) as an
additional mailing address.

It should be noted that any FFL receiving
firearms at locations other than their
licensed premises must maintain accurate
records of acquisition and disposition of
firearms. The acquisition of firearms must be
recorded by the close of the following
business day or, if commercial records are
maintained, within 7 days following the
acquisition (See 27 CFR 478.125(e) and (g)).
In the event of an ATF compliance
inspection, the FFL must make all records
and firearms inventory available for
inspection. In addition, if the location is
used as a continuous off-site storage facility,
the FFL must notify the FFLC so that the
address can be placed on file.

I was in a situation as stated above, not being home to accept the package, and no vendor would ship to my alternate address.

So, it boils down to my "no" answer, unless you are lucky enough to find a willing vendor.

right, as I said, you would probably be hard pressed to find such a vendor, but it wouldnt' be impossible. For instance, if you had a long standing relationship with a vendor and they knew who you were, if you called up and said that I am visiting my mother on the other side of the state and want to buy that C&R rifle you have for sale, the vendor MIGHT be willing to send it to you at your mother's house.

if you plan enough in advance, you let your license expire before you move to France. Once your license expires, you can dispose of your records. There is no need to keep them or send them to ATF.

Now, if your license would be still valid when you wanted to move to France, you could surrender your license to ATF (gets you in practice for when you move to France). I'm not sure if you must turn in your records if you surrender your license, but know that you don't have to if you let it expire.

Called ATF in West Virginia who indicated that my 03 FFL is pending since 7-2-10. Lady gave me the first 3 digits and last 3 digits of my 15 digit FFL license number I guess and said it was pending.

Does anyone know what that means???

An update for those of you who are not US citizens and submitting their application:

Even if you ARE a permanent resident (i.e., not a nonimmigrant alien), you MUST provide your alien number in 10.B and a copy of your permanent resident card (green card).

This is very confusing since section 10 is titled "Nonimmigrant Alien Certification of Compliance."

I just got a letter from the DOJ asking me to provide that number as well as a copy of my green card.

I wish they had made that clear.

I requested my ATF forms on 7/18, received then on 7/22, sent them in next day and today just sent in my live scanned COE (pricier than I expected). Hope I get everything soon!

Can anyone PM me some shops in the LA County/OC/SF Valley area that specializes or has C&Rs for sale regularly? I'd be very grateful.

Got my 03 FFL Friday.

Sent it on on 6/24/10
CC charged 6/29/10
Contacted ATF who indicated license was pending on 7/2/10
Received FFL on 7/23/10.

Not too bad, in less than one month. Still don't know what went on between 7/2/10 until I got it on 7/23/10.

the green app is 4 pages, first two pages are "Copy 1 - ATF copy" and the second two pages are "Copy 2 - CLEO". Fill out the entire form and send the first two pages to ATF and the last two pages to the CLEO.

Will update with status and timeline when mine comes. Looks like I should be getting mine in a week or so at the rate some other members' timelines have been moving. I'm just about a week behind them.

No kidding. I had to get two Live Scans done at the same time (the other for something else not C&R FFL related) and the two together were really expensive. Then add on the $22 check that goes for the COE application fee and it adds up.

Posted too soon. Just received mine in the mail today.

Mailed completed green forms out 07/07
CC charged 07/12
Received FFL 07/28

Not bad at all. Hopefully the COE comes soon as well. If anyone needs an 03 FFL application (the green forms), I have an extra I can send you. I ordered two when I ordered mine from ATF.

COE fees are:

$22 to the DOJ as a processing fee, paid by check or money order

$32 DOJ fingerprint process fee and $19 FBI fingerprint process fee (paid by where you livescan)

My livescan facility (a local Mail Boxes Etc store) charged me $25 for their own fees. There are cheaper around if you're lucky enough to be around em, but I didn't want to drive 20 mins one way to save 5 or 7 bucks.

The prices are all within what has been posted and expected, its just when I pieced everything together myself in the same day I realized by the time I sent it to the post office that I'd spent nearly a hundred bucks just for this thing. The ATF only charges $30 and that's for 3 years, which by the way was charged on the 27th
