That's because typically, a DD214 is only for Active service. The National Guard uses an NGB 22 (23?) to delineate service. Very similar to a DD214. If the Guardsmen is put on Title 10 for 90 days, then they get a DD214.
Think of a Gaurdsman/Reservist with multiple DD214s like a guy (or gal) that enlisted, did time, got out. Then enlisted, did time, got out, ad nauseum. Each time he goes on Active duty (I believe it has to be 90 days or more), they are entitled to a DD214. Since active duty is always on active duty, they only get the one.
