What are the benefits in CA in having a COE / FFL 3 License?
So far, here is what I gather from the feedback: 1. Recieve Ammo Delivery by mail. 2. Exempt from 1 in 30 handgun purchases. So I can buy more than 1 pistol in a 30 day period. Anyother benefits? Last edited by ironman777; 10-20-2018 at 7:02 AM.. Reason: update clarify |

OP, here's another one: Although an FFL03 is not a "dealer" license, some online vendors will give you dealer pricing if you send them a copy.

On a C&R purchase with a FFL03, I am aware that I can bypass a DROS at a FFL01 for a sale between another CA resident and myself and will need to report and pay CA DOJ within 30 days.
If I purchase out of state, I know reporting and payment is to CA DOJ within 5 days. However, how does it work if an out of state resident personally brings a C&R rifle (non-assault - 1915 pump 22 cal) into the state for the purpose of sale? Does this person have to meet the CA FFL03 buyer at a FFL01 and have the sale DROSed instead of handled directly with the FFL03's bound book?

Thank you for the info.
All references I could find were about C&R with another CA resident or picking up a C&R out of state. Nowhere could I find a reference to an out of state owner (non resident) bringing in a rifle that was then acquired by a FFL03 without DROS. It was a strange silence or absence of info.

AR Frog, keep in mind that for all handgun purchases, modern and C&R, in California, a FFL01 or 7 must conduct the transfer. Only long gun C&R can be purchased directly by C&R+COE buyer.

sorry for digging up an old thread guys. I have a CC&R rifle, that I'm selling to a guy that has his FFL3 & COE, what forms if any do I need to transfer the rifle to him?

Didnt i just read in here about the ammo exemption was clarified that only ffl's that are on the business of buying/selling ammo may receive direct ammo shipping?

the COE gives the state the right to nothing. The 03FFL is a Federal license and gives the feds the right to periodically inspect your collection and bound book. It also specifically states you can choose to do the inspection at your home or at their office (you bring your stuff to them). It is rare to be audited as an 03, they don't have much time for that since they are busy auditing 01 and 07 types much more.

It's not required that you log in C&R guns you owned prior to becoming licensed. It's only required to log them in if you dispose of them.

Can someone please explain what COE means?
I live in Kern county and would like to get whatever the minimum is I need to have ammo shipped directly to me. If that's a COE or an FFL 3.
