What are the benefits in CA in having a COE / FFL 3 License?
So far, here is what I gather from the feedback:
1. Recieve Ammo Delivery by mail.
2. Exempt from 1 in 30 handgun purchases. So I can buy more than 1 pistol in a 30 day period.

Anyother benefits?

It's more so avoiding the 10 day wait now that you can't have long guns shipped to your home apparently. That and the ammo shipping and 1 in 30 handgun exemptions.

His question was why the need for a COE if you have a FFL03. NOT why get a FFL03. At least that is my reading of it.

The reason to still require a COE is so the state has a record and they can one day use that to confiscate. Don't think so see NY.

OP, here's another one: Although an FFL03 is not a "dealer" license, some online vendors will give you dealer pricing if you send them a copy.

Exemptions for a CA resident with a valid C&R 03-FFL and valid COE:
1. No 10 day waiting period when acquiring a C&R firearm from a CA FFL dealer. [PC 27670]
2. No 1 in 30 day wait on handguns. [PC 27535(b)(9)]
3. Can be used as proof of CA residency. [PC 26845(b) & 11 CCR 4045 d.1.]
4. When acquiring C&R firearms, it is an exemption to needing a valid Firearm Safety Certificate. [PC 31700(a)(6)]
5. When acquiring C&R firearms, it is an exemption to needing to do a safe handling demonstration. [PC 26850(h) & 26860(g)]
6. Acquiring a C&R long gun inside of CA without needing to utilize a CA FFL dealer. [PC 27966]
7. Acquiring ammunition from another exempt person without needing to utilize a CA DOJ licensed ammunition vendor. [PC 30312(c)(6)]

On a C&R purchase with a FFL03, I am aware that I can bypass a DROS at a FFL01 for a sale between another CA resident and myself and will need to report and pay CA DOJ within 30 days.

If I purchase out of state, I know reporting and payment is to CA DOJ within 5 days.

However, how does it work if an out of state resident personally brings a C&R rifle (non-assault - 1915 pump 22 cal) into the state for the purpose of sale? Does this person have to meet the CA FFL03 buyer at a FFL01 and have the sale DROSed instead of handled directly with the FFL03's bound book?

No. Cash and carry, enter it in Bound Book, send in BOF-961 form.

All references I could find were about C&R with another CA resident or picking up a C&R out of state. Nowhere could I find a reference to an out of state owner (non resident) bringing in a rifle that was then acquired by a FFL03 without DROS. It was a strange silence or absence of info.

AR Frog, keep in mind that for all handgun purchases, modern and C&R, in California, a FFL01 or 7 must conduct the transfer. Only long gun C&R can be purchased directly by C&R+COE buyer.

If you have 03FFL+CoE, he will copy down your name and FFL number.

If you don't have 03FFL+CoE, he will copy down your name, address, and Driver's License number.

That's all there is to it when you sell to a 03FFL+CoE.

The State Government will have your fingerprints. I know a guy that refuses to do anything that will give the state his fingerprints, regardless of the benefits it could get him.

You also have to give a thumbprint to purchase a firearm too. He drives and has purchased firearms. All they have is your thumb, most people have more fingers than just that. But hey don't argue with me about it, talk to him. I have my 03FFL+CoE.

03FFL & CoE doesn't require a personal interview at your home. I have talked to several persons that have 03FFL and Coe's and they have not had a visit from either CA DOJ nor ATF.

the COE gives the state the right to nothing. The 03FFL is a Federal license and gives the feds the right to periodically inspect your collection and bound book. It also specifically states you can choose to do the inspection at your home or at their office (you bring your stuff to them). It is rare to be audited as an 03, they don't have much time for that since they are busy auditing 01 and 07 types much more.

California's DOJ is not involved with a C&R license. You agree to an audit with the BATF is you apply for a C&R. That audit can take place at your registered address, or the BATF office...and that's your choice, not theirs.

Who is the "they" that came out to your friend's place twice??? DOJ or BATF??

An -07 agrees to the same inspections as an -01, usually unannounced, and at the licensed premises.

It's not required that you log in C&R guns you owned prior to becoming licensed. It's only required to log them in if you dispose of them.

Certificate of Eligibility.

You need both the FFL03 (federal) and the COE (state) and a willing seller to have ammo shipped directly to you from out of state.
