so long as you provide us your eligibility paperwork as outlined here: A person who is licensed as a collector of firearms pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto, 15 whose licensed premises are within this state, and who has a current certificate of eligibility issued by the Department of Justice pursuant to Section 26710

then yes, we're happy to ship ammo to 03's

Yes we will ship to FFL's with an 03. We will need a copy of this. I recommend setting up an account on our site, email us with the email address you used to create the account along with your FFL and we will get your account switched over to a dealer account. My Fed Ex guy stated there are not many people on his route getting "those" packages. There used to be many more. So it does seem the DOJ's end game of "Right" restriction is working even though their may be a paperwork hit for their subjects.

I know this isnt directly about vendors, but are there any 03 ffls around the san jose/santa cruz area?

Yes, an 03 ffl is for curious and relics, but now recently everyone is getting one and also getting their COE so they themselves can order ammo direct from a supplier without having to pay CA sales tax and ship directly to their residence. thats probably 90% of the reason ca doj process so many 03ffl now a days.

But if youre a peace officer, federal officer, etc you are exempt and the 03ffl has no benefit unless you want to buy some old m1 or sks.

So would someone go to sheriff hart or go to COP mills to fulfill an 03 ffl paperwork?

Yes there are thousands of 03 FFLs all over the place. They are living quietly in their private homes, carrying on with their happy C&R lives. They are not open for business. Why would you ask this question? Lots of posters here find it a little creepy.

Local Law Enforcement has nothing to do with issuing this paper and cannot assist you. Except as part of the FFL 03 process you'll mail your local LEA a copy of your application.


Here's some useful C&R / COE information.


Curio and Relic (FFL 03) is issued by the ATF, a Federal Agency.

Certificate of Eligibility (COE) is issued by CA DOJ, a California State Agency. COEs are unique to California, no other State has the same thing.

To get your 03FFL which is Federal NOT state DOJ, you go online print out the forms and mail them in with your fee. For your COE you do the same thing and you must also go have a Livescan done give them the form they need to fill out pay them and then mail CA. DOJ. the application.

So you clearly don't know what an 03FFL is then or where it comes from.
It's a federal license for collectors of curio and relics.
It's not for dealers.
Licensed 03FFL's are specifically NOT allowed to deal in firearms.
The license is for personal use only.
Buying/selling for purposes of profit is specifically prohibited.

To obtain one, you fill out the form, pay your $30 to the BATFE and they do a background check and mail it to you.

No LiveScan for the C&R FFL. Just send in application and fee and wait. Couple of weeks or a couple of months.

LiveScan is part of the COE application.


It's all there online, all the instructions and forms.

An Interesting Update for Target Sports USA - Just an FYI for TSUSA - No I am not a shill for them BUT - I have paid for their PRIME membership which gives you free shipping on everything AND reduced pricing on products. The cost of the prime is 95$ per year and , since the shooting family is very active in the summer months, after 2 orders we have already saved the cost of the yearly membership. This now allows me to mix and match my ongoing orders without fear of the "shipping gorilla" killing me.
Just my 2 cents for something that is working for me.

I appreciate EV for participating in selling and shipping direct to FFL03. I have been purchasing from them for reloads for a couple of years now and have no complaints. They are decent humans and have solid customer service.

I just received my first package from them the other day, feels great to give CA my middle finger. The PRIME membership is amazing, will make up that 95$ with 3 orders. Typically shipping is around 14-20$ per transaction with with most websites. Plus, you get a discount on all of their ammunition which makes it even more enticing. I would buy it just for the free shipping.

If you live within the city limits of a municipality that has its own Police Department, send your notice to the Chief of Police of that municipality. If you live within the city limits of a municipality that does not have its own Police Department or if you live in the County outside of any municipality, send the notice to the County Sheriff.

Any recent updates or reports?

I'm on my third order from TargetSportsUSA this year. I've joined their Prime Ammo club and am enjoying the even lower pricing and free shipping. I'm not hesitant to buy one or two boxes of ammo I just want to try out or compare.

I also placed an order for some 9mm Federal HST from BoneFrogClub. Not a bad price at ~.36/rd for 124 gr. I had my order from them in three days. Outstanding service.

Also thought I'd mention that my COE expires in September so I went ahead and renewed through CFARS. 20 minutes and $22 later I'm extended out 'til September 2019.

What does the CFARS renewal process entail? Can that be done every year, or do you need new Livescans?

Livescan is only for your first application.
After that, they just want your money.

If you let your COE lapse, then you get to do a new livescan.

On their website, it says they stopped shipping directly to 03FFL/COE holders. And actually, several of the vendors listed as "friendly" on the original post appear to have reversed their policy - several of the ones I tried are Ammoman.com, Brownells.com, and SGAmmo.com. I wonder what precipitated the change, though?

I've never purchased from these other vendors, but it looks like I need to start expanding my list a little bit.

The more general announcement from Brownell's FAQ didn't mention anything about 03FFL + COE: https://www.brownells.com/helpcenter...ndex.htm?id=36

However, I called them up and they did confirm they're still processing direct shipments to 03FFL and COE holders.

Where'd you get your info regarding Brownells? I placed an order as recently as last week with my 03FFL/COE.
