California "FFL 03 Friendly" Ammunition Dealers starting 1/1/18

I've been trying to sift through all the discussions to compile a current list of which vendors will be supporting FFL 03 / COE holders here in California.

Keep in mind I have not personally confirmed the validity of each vendor which is why I linked the Calgunner's thread who did.

**NEW** HUGE THANKS to obeygiant. Who has taken the time to go through this list and compile a very detailed spreadsheet.

He has taken this OP and put it into a spreadsheet and added a few details that would make this much easier for everyone to use. Here is what he has added:

• Instructions on how to submit your FFL03 and COE

I doubt that the FFL's service fee (or ammo vendor's service fee) for facilitating out of state purchases will be limited by the state. In any case, there are no regulations yet released and nothing in the law that specifies this, at this time.

I had sent an inquiry asking if they would be shipping to FFL + COE holders.

This was their reply:

I told them I wasn't about to spend the money on an ammo permit, plus pay the (in)convenience fee to my LGS, just so I could buy their ammo.

While the law does allow for certain exemptions, our system does not - yet. We are working on new functionality that will allow us to ship directly in certain situations, but we do not have an expected date for that to be available. We are working on it, but we can't do it just yet.

Confirmed: TargetSportsUSA’s account management screens now allow for an exempt box to be checked and upload of relevant documents to be associated with an individuals account.

Kudos to BennyAdeline for starting a similar thread in the General Gun Discussion. His tread title Ammo ban action plan for those of us with 03 FFL and COE didn't seem to address specifically a listing but sort of evolved into it.

***PLEASE NOTE: Beginning January 1, 2018 all sales of ammunition to California must ship to an FFL dealer/ammunition vendor. After Thursday, December 21st, 2017 we will ship ammunition orders only to FFL Dealers and CA State licensed re-sellers of ammunition. The only exceptions:
03 C&R FFL holders who have a valid C&R license and COE (Certificate of Eligibility) on file.

I sent Midway my FFL 03 and COE and received the following response:

Dear Mike,
Thank you for your response. As of right now the only information we have been told is that we only accept the Type 1 FFLS. We have not been told about any changes for the future yet. If changes are made, our customers will know. I am sorry for the inconvenience, Sir.

Already heard back from Wideners and they're good to go. This was their response:


"Thank you for thinking of Wideners.com for your ammunition needs.

Natchez is a chain store. You need to reach someone at Corporate to change policy.

Most likely on the next quarterly profit statement, and they see a decline form sales to California; then someone might raise the issue of selling to FFL03.

But I doubt they are that smart.

Does anybody have a FFL03 in a city where ammo cannot be delivered (i.e. SF, LA)? Will any vendors ship to an alternate address connected to the purchaser?

My FFL03 address is in a city where ammo can't be delivered, but I have an apartment in a city without such restrictions.

Brownell’s shipped to me. They emailed me a thing saying they can’t ship to ca. The have a dedicated email,for ca sales.

I was busy and forgot to reply. They ended up calling me (super nice customer service) and said to just reply with my 03and coe. They were more concerned with the coe.

I just did chat with a rep on the Brownell's website (01/07/18). It is a go with Brownell's but you will have to call them so that they can set you up (1-800-741-0015). See attached screenshot

Yes Midway did before the FFL/COE-2018, unsure about if they are shipping to US now.

I'm in S.F. and had several vendors ship ammo to me last year. I won't mention them here.
I've contacted ALL of them in regards to whether they will continue to ship, and also about alternative addresses not listed on the permit & COE.

Right now, Midaway is NO, and Freedom Munitions is NO.

Waiting patiently for replies.

I have a feeling that someday I'll have to go through the trouble of changing the address on the FFL03.

Freedom Munitions told me this morning they will NOT ship to "restricted" Ca zip codes even WITH an FFL license, and will NOT ship to addresses other than the one that is on the FFL license.

They have included a new banner on their homepage for "Preferred California Ammunition Vendors," to upload licenses.

I called Customer Service twice, because the first young lady I talked to was clueless about the new CA laws, and directed me to the New Banner, which appears to only be for Ammunition VENDORS in Ca.

Looks like I will no longer be dealing with Freedom Munitions.

I spoke to them a few days ago and they know of the 03FFL and COE exemption (I first send the a copy per email)

They want to ship to CA (not sure of the restricted area's since I don't live in one - and didn't ask) but at the moment it is a software issue for them

They are gonna 'adjust' it and from that monent they will hip to 03FFL and COE

Glad Ammo Supply Warehouse is on the list, they are good people. If you go to Front Sight, they will bring your ammo to your hotel.
