I know I can go out of state, buy a C&R gun, bring it back, and then register. Can I transfer a C&R gun from someone (not a dealer) in California to myself and register without involving an 01? That is, without a COE.

You can acquire a C&R long gun within CA (not handgun) from an individual without using a 01 FFL if you have both 03 and COE

Soon you will need a 03/COE to buy more than one of *any* type firearm in a 30 day period. May as well bite the bullet and get ready, a lawsuit win to overturn that may be a way off.
