You would have to hike in from either the main road about 4 mild nasty climbs, or from the potty house gate so as far as you want to walk. You cannot shoot within (some number) yards of the “structure”. So shooting from the parking area is verboten at all times. Some douche canoes just pull off on the road in and shoot but that’s all private land and only fuels the shut it down forever crew

Then when fire restrictions hit which is usually the same week there’s no shooting at all and the hike becomes arbitrary and bird watching is about all that happens. Large population of bush tits out there

We have done this in the past. Normally it used to be shut down just for vehicular traffic (gates were locked). You could still hike in and hunt, camp, and/or target shoot. More recently, when we had fires all over the state and resources were spread thin, it was shut down for all shooting activities. Hope that didn't set a precedent. Call the BLM office to check to make sure.
