I had to give my fingerprint as a Seller.

I had to fill out a off-roster pistol form stating that I am not a officer that is selling off-roster for a On-Roster firearm I was selling and I am not LE. (Just because the grips have been changed.)

Or were these not necessary and I've been fudded during my visit?

When CA added 3 Tiers or LEOs:
Tier 1 buy and sell off Roster to who every they want.
Tier 2 buy for duty and only sell to Tier 1 or 2 for duty.
Tier 3 can't buy at all just be issued Off Roster.

This added many restrictions to dealers to show they are not facilitating these non lawful transfers.

(c) (1) Notwithstanding Section 26825, a person licensed pursuant to Sections 26700 to 26915, inclusive, shall not process the sale or transfer of an unsafe handgun between a person who has obtained an unsafe handgun pursuant to an exemption specified in paragraph (6) or (7) of subdivision (b) and a person who is not exempt from the requirements of this section.

The only CYA method is to ask you to sign a disclaimer saying you do not fall in that category and to ask so we can input your Law Enforcement exemption status in the DROS system if you have one.

We have always asked for seller thumbprints. It show proof that the seller was here in the case they did not have legal possession and claim they did not sell or in the event that the buyer is denied and and we are returning the firearm to that individual.

Dealers have to (to the best of our ability) confirm you are not a Tier 2 or 3 LEO selling a off Roster. (Yes, grip changes make your firearm off roster).

We ask verbally because if you are a LEO of any tier it must be documented and asked you to sign a document that your did not acquire the firearm under a Tier 2 or 3 exemption as selling it to a non exempt party is not legal.
