Yes, it is at the discretion of the installation commander.
There is a policy that requires a memo signed by chain of command with supporting documents to be submitted. I was allowed to carry at my last unit but cannot get permission at my current unit.

A lot of things are upto the base CO. At least with our service. I brought in restricted items to the state of Hawaii and had to leave them on base when I went home but I was able to shoot them when I wanted. HPD had zero jurisdiction on base so they couldn't enforce Hawaii state law. Our CO was an avid gun guy. But again this was 20 years ago.

Really depends on the unit, I was an MP in the NG. Half of us were LE in our civilian jobs, we all carried to from and at the Armory.
