Hunting Privilege Only form

Can anyone explain what this HPO form which comes with a California Hunting License is all about? Last year several of us got our licenses at a Big 5 store and didn?t receive this extra form/tag. When we signed up with our guide he insisted that we needed to have it or we couldn?t hunt. Fortunately a local Ace hardware store was able to issue them to us for no cost so our hunt was saved. But looking on line I couldn?t find anything about the thing or what it is for. It comes free with the license but apparently not all places that sell licenses are aware of it. Thanks for any help.

It’s your actual hunting license. You need your license and a tag / endorsements

Or maybe you were talking about HIP validation ? You need it for all migratory bird hunting . That one is free .

Thanks. The document in question is a separate piece of paper and is marked HPO at the top and Hunting Privilege Only under that. Under the Item section (which is laid out similar to that section on the actual license) it does read HIP Validation and the Fee is 0.00 so I suppose that’s the point. But on my actual license it shows that in addition to the basic fee I also paid for the Upland Game Bird Validation. This was a dove hunt, upland game, so why would I also need the no cost HIP Validation and why wouldn’t it be included on the basic license if it’s free. I suppose the reason is some sort of bureaucratic BS.

This is your answer. In order to get the endorsement on your license, you have to take a survey regarding your last year's migratory bird hunting activities. It is a pretty non-intrusive way of getting hunter participation statistics. What is unfortunate is that the person selling you your license was not familiar enough with their job to ask you the right questions. If they did, there would have been a line entry on your license which read "HIP Validation". If that was there, you would not have needed an additional document.

When you renew online, this will be automatic. It'll ask a few questions about your last year's hunting.
