Intrafamilial Transfer
My brother is looking to transfer one of his remaining lowers to his son(my nephew). Is it too late to do the Intrafamilial transfer by the end of the year, or should he just do a ppt?

Are both father and son residents of CA?
Is nephew at least 18 with his FSC? Intrafamilial transfer among CA-resident people of proper relationship - father to son works - is essentially instant, reported after the fact via OPLAW form or web reporting app. And that process entirely avoids using a CA FFL.

The last two transfers I did took 14 weeks and 18 weeks to receive a letter from CA DOJ.

No need to wait for a return.
The transfer occurs when dad hands the thing to son. The paper is an honor-system report of a past event.
