They can both receive and transmit. If you're not licensed yet you can still pick one up to listen to. But if you're interested in transmitting I encourage you to study and get your license. It's easy to do.

Just wanted to make a quick comment earlier since people tend to prep with a ham radio for "just in case" use. Regardless of how dystopian the world gets, transmitting will require a ham license.

I just don't think it's wise to tell everyone to pick up a ham radio when people don't understand how it works on the most basic level.

Of course this is just my opinion and YMMV.
Not defending transmitting without a license, but they'd likely be simplex, unlicensed preppers having no idea how to use repeaters.

They also don't know how to use the minimum power necessary, I see them stepping on others and bleeding over with these cheap radios, transmitting on other bands and interrupting radio traffic.

Are "they" encroaching on repeaters/emergency services or tx on one of your club's favorite simplex uhf/vhf channels?

How are you dealing with them?

Is it really that noticeable? Having checked reviews on NA-771 and NA-771r, not impressed so far. The signal improvement is not great to offset the inconvenience of 15" antenna.
Nagoya UT-308 SMA-J looks interesting, but it's not something you can carry, really.

I'm a General Class HAM. From my experience this is exceedingly rare, and when it does happen it is usually a malfunction (which can happen with any radio) or a new inexperienced operator who simply needs some guidance. Don't let this discourage you from buying a Baofeng.

A second radio.
AA battery pack (with dummy cell adaptor).
Battery eliminator for use in car.
A better antenna (I'd go with https://signalstuff.com/product/supe...-signal-stick/)

The 771R is handy. If you aren't transmitting much I like it as well. I leave it collapsed unless transmitting. With my UV5R & 771R I've hit W6CX (Mt Diablo) from Golden Gate Park.
