So I call the representatives and state my opposition to SB962. Supposedly they record this information.

When the bill gets ammended, do they then discount my objection as the bill has now changed from the form when I originally called in my objection?

Emailed and finished calling yesterday.

Some folks are polite and ask for my name and city. Some say O.K. and hang up. Some say there have been lots of calls and some say few.

I tried faxing a few last night and the lines were busy. Maybe that's a good sign - or they unplugged them!

Also note that even after its third reading in the Senate and the vote, it has to go back to the Assembly for another vote (since it was amended). I honestly hope they lag on this and it doesn't end up for a vote.

Keep the calls coming. This bill must die.

From the reply I recieved from Senator Strickland - note the bolded part (my emphasis), good ammo for the letters to the antis / undecideds:

I understand your frustrations of Sacramento ’s attempts to curtail law-abiding citizens from legally obtaining and safely using their firearms.

As your State Senator, I will be opposing all legislation that undermines a Californian’s right to exercise the Second Amendment of the U.S. Constitution. It is wrong for any public servant to infringe upon the civil liberties of law-abiding citizens. There is no proven U.S. case study to indicate gun control by regulating ammunition proposals, like AB 962, being effective in increasing public safety. The mandatory ammunition registration in the 1968 Gun Control Act was repealed by Congress in 1986 when the Bureau of Alcohol, Tobacco, and Firearms (ATF) testified that ammunition sales logs were not an effective law enforcement tool and accordingly did not oppose removing the onerous record-keeping requirement.

AB 962 is also fiscally unreasonable as many small businesses could not afford to comply with the storage and clerk assistant provisions while still continuing to be competitive in the marketplace. Consumer choice will be hindered because a customer is unable to engage in comparison-shopping for best prices, brand or load when buying ammunition for an intended lawful purpose.

I believe it actually goes to conference committee for concurrence.


ETA: The bill goes back to Assembly for agreement/concurrence. If no agreement, it goes to conference committee to resolve differences. If compromise is reached, the bill goes back to both houses for a vote. If approved by both, then it goes to the Governor.

Just as an aside, if this has to go back to the Assembly for a vote there, Mike Duvall resigned today so we have one less 2A supporter in the Assembly.

Just checked the analysis as of 09/08/09 and the opposition by sheriffs has increased.

On the other hand, who is John's Gun Repair (Fall River Mills)? He is in support of the bill.

The September 11th is the last day that a bill needs to pass both houses for this session. The Governor has until October 11th to sign, veto or have it become law without his signature.

They have watered it down a little in hopes of passing it. They hope to at least put the habit of fingerprinting and the tracking infrastucture in place so that later it will be easy to justify the 50 round limit/ etc. Keep em pinned to the ground!

Not today...I listened to the senate channel almost all day at work, and when it came up, the floor manager in the Senate, Cedillo, passed on presenting it for the third reading. At the end, they announced that tomorrow, Thursday, they will be working a long day to clean up most of the unfinished business, and conclude on Friday.

So, this has to go for the third reading in the senate, pass a vote there then go back to the assembly and pass a vote there all before the deadline on Friday (the 11th).

Please correct me if I don't have this straight.

That's about the gist of it. Basically, since the Senate amended it so heavily, the Assembly has to approve those revisions. They can either approve the revisions and vote on the bill as-is, or if they don't approve them, then a sort of arbitration has to happen where they amend it again until both houses are happy. Then the assembly gets to vote on it, then it gets kicked back to the Senate for approval (again).

If it passes in both the Senate and Assembly, it goes to the Governor's desk. He has a month to either sign the bill into law, veto the bill, or allow the bill to become law without his signature. I'm not sure what the ramifications of the latter there are, though.
