Default Transfer to person under military orders

My niece, who is a resident of Idaho, wants to give her son, who I believe is a resident of Colorado (at least he was when he entered the Naval Academy) and who is stationed in San Diego, CA, an off roster pistol. Under federal law, he is considered a CA resident with respect to firearm transfers. Under CA law, this is an intrafamily transfer and exempt from the roster. But how do FFLs deal with this, especially if he only has a CO drivers license.

I had a similar situation years ago with my brother. I believe he will just need his military ID and his military orders.

I would definitely call the FFL and double check.

D.O.D. ID And orders, can't remember if a secondary proof of residency was needed or not it's been awhile since I've done one. Also hand written note from the gifter stating model of gun, relationship & copy of her ID.

mil ID and PCS orders will be enough. Call your receiving FFL first to be sure they know what to do.

When my son, who is also an Idaho resident, has gifted me off roster pistols, he has provided a copy of his Idaho DL and a gift letter as you suggest. I am sure my brother's grandson can provide his military orders and a rental agreement for where his is living, when he is not on an attack sub.
