Make it a crime to sale "precursor parts" at gun shows.

(a) As used in this part, “firearm precursor part” means a component of a firearm that is necessary to build or assemble a firearm and is described in either of the following categories:

(1) An unfinished receiver, including both a single part receiver and a multiple part receiver, such as a receiver in an AR-10- or AR-15-style firearm. An unfinished receiver includes a receiver tube, a molded or shaped polymer frame or receiver, a metallic casting, a metallic forging, and a receiver flat, such as a Kalashnikov-style weapons system, Kalashnikov-style receiver channel, or a Browning-style receiver side plate.

(2) An unfinished handgun frame.

(b) The Department of Justice, consistent with this section, shall provide written guidance and pictorial diagrams demonstrating each category of firearm precursor part specified in subdivision (a).

(c) Firearm parts that can only be used on antique firearms, as defined in subdivision (c) of Section 16170, are not firearm precursor parts.

(d) A firearm precursor part is not a firearm or the frame or receiver thereof. A firearm precursor part that is attached or affixed to a firearm is not subject to the requirements of Chapter 1.5 (commencing with Section 30400) of Division 10 of Title 4 of Part 6 or Section 18010.

My understanding is that gun shows in CA mostly are only worth going to for the jerky.

That said... what I find interesting about this bill is how it sets up, intentionally or otherwise, the ban on sale of items in the future that may be defined as precursor parts. Various drafts of AB-2382 (2018) and AB-879 (2019) included unfinished uppers, finished uppers, finished handgun slides, barrels, triggers and triggerpacks and "ammunition feeding devices" (including but not limited to magazines and speed loaders) as precursor parts. While those items ultimately didn't make the final version of AB-879 that was passed into law, only covering unfinished frames/receivers and unfinished handgun frames, we'll likely see attempts to add those items again, and that will mean they won't be able to be sold at gun shows should this bill pass.

Still doesn't set up a real framework to tell what is a legal firearm and what isn't.

Receiver tubes? Like for sub guns? Is that a thing? I never got into the 80% building, so I am a little behind.

Interesting that violation of this proposed bill is a misdemeanor with a fine of no more than $2000 and a 1 year ban from said show.
Also interesting that this proposed bill will create a "firearm precursor part vendor license."

It lives!

Amended 1/24/2022.

It's been gutted and amended kind of. They've gutted the bulk of the language, it's still restricting precursor part sales on gun shows, but now the bill is limited to focusing on the Del Mar Fairgrounds inste4ad of all state gun shows.
