Default FFL03/CoE shipping gun purchases WITHIN California

If I have a FFL03 with a CoE and I were to buy a C&R rifle off gunbroker from a seller that is located in CA, can I have that rifle be shipped directly to my doorstep?

I know if the rifle was shipped from another state it would have to go to a gun store, but since it's within the same state do I still need to ship it to a store?

If this is in the wrong section, please feel free to move it. Thanks!

I'm actually interested in this myself! While it hasn't come up yet personally, it would be nice if I could just have fellow Calgunners ship me rifles from the other side of the state to my doorstep.

I've tried searching the forums, but everyone is always just talking about shipping a long gun from out of state rather than within the state.

Depends on who the seller is.

If it's a private party, then yes it can be shipped right to your house. You would need to fill out the self-registration paperwork and send it in with payment.

If it's someone licensed as a gun dealer in the state of CA, then no. You would need to go to their place of business and pick it up. You would have to fill out and pay for the DROS. You would not have to wait the 10 days and could take the rifle home with you the same day.

Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Do you know where I can find that in California's legalese spaghetti? I'd like to bookmark that clarification if I ever want a fellow Calgunner to ship a C&R long gun to my doorstep and they think I'm pulling their leg or something.

First, you need to remember that our laws are written to tell you what you CAN"T do, not what you CAN do.

The C&R plus COE exemption is:

PC 27966

If all of the following requirements are satisfied, Section 27545 shall not apply to the sale, loan, or transfer of a firearm:

(a) The firearm is not a handgun.

(b) The firearm is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, or its successor.

(c) The person receiving the firearm has a current certificate of eligibility issued pursuant to Section 26710.

(d) The person receiving the firearm is licensed as a collector pursuant to Chapter 44 of Title 18 of the United States Code and the regulations issued thereto.

(e) Within 30 days of taking possession of the firearm, the person to whom it is transferred shall forward by prepaid mail, or deliver in person to the Department of Justice, a report that includes information concerning the individual taking possession of the firearm, how title was obtained and from whom, and a description of the firearm in question. The report forms that individuals complete pursuant to this section shall be provided to them by the department.

You'll notice that nowhere in the exemption does it say that it needs to be done in person. Just that all requirements listed below must be met.
