Lets say, for hypothetical reasons, I'm an FFL (specifically 03, C&R).
Lets say I want to purchase a ON-roster stripped lower (not a C&R firearm, say a stripped G19) from someone on gunbroker. An FFL must receive the lower. Could I, hypothetically, put my C&R FFL as the recipient? I'm fairly sure it's illegal, but how stringent are the checks? What would stop someone from sending the lower? Would it be the sending FFL? Do they check which license you have before sending (or are supposed to)? What is the process like? I once purchased an AR-15 lower from a dealer in NV, and they sent the lower directly to my front door "by accident." I did not have a C&R FFL at the time. Yes they (another FFL) will ask for your FFL, when they see it is 03 they will tell you to pound sand. No one is shipping a G19 frame to a 03 FFL. Even a private seller is going to check your FFL on ATF Ez-check, and it will not return any result for a 03 FFL.

Just to add any firearm coming from one FFL to another FFL in California will need a CFLC Approval Letter. Without a proper FFL 01/07 that is registered with the state of CA, approval will not be granted.

Can someone confirm whether or not you could import a stripped frame, despite a stripped frame not being listed? To my limited knowledge, a pistol frame still counts as a firearm. |

Well......you can import them into CA. Now, being able to transfer them to somebody who is not roster exempt is not possible.

Yes, I was answering under the impression that the person in CA who was going to receive the shipment was an FFL.
