Default Minnesota Permit

I don't recall having ever seen a thread here pertaining to a Minnesota Permit, so does anyone here have a non-resident Minnesota Permit? I must admit that it does sound like a bit of a unicorn....

Apparently, Minnesota is shall-issue for both residents and non-residents with residents required to apply with their county Sheriff while non-residents can Sheriff shop like in Oregon and apply to any Sheriff they choose.

I may have to travel to the land of George Floyd and Burn, Loot, Murder a few times this year and don't want to go unarmed, however Minnesota does NOT honor the Kaliforniastan LTC or permits from Arizona, Florida and Utah. In fact Minnesota's record of honoring out-of-state permits is rather abysmal and they currently only honor 15 different state permits, including such powerhouse players like Delaware, New Jersey and Rhode Island.

The permit process looks fairly straightforward, however it appears that training must be done in Minnesota by a certified Minnesota instructor and applications must be submitted in person to the Sheriff. Based upon my potential travels and the info posted on their website, I am currently leaning towards applying with Dakota County.

Any info or feedback would be appreciated and hopefully somebody here has a Minnesota non-resident permit. Thanks!

I’ve looked into it.

If you’re in MN, then it’s shall issue and training must be taken from their instructors (similar to UT).

I was considering getting ID enhanced as that is accepted for reciprocity rather than going to MN directly.

When my parents lived in WI just across the MN border (literally across the river) I was going to get an MN permit, but you had to do the training in person in MN.

I opted to go to Idaho and get the non-res enhanced permit which MN recognizes

edit: and in reviewing this I just learned ND changes last year to only recognize resident permits from other states. bummer, there goes driving through I-94

I am aware of the Idaho Enhanced Permit and would absolutely prefer to go that route, however I would have to secure my Kaliforniastan LTC first to qualify and that is a very long wait.....

guess it depends on where in this "wonderful" state you live

I have a non resident permit but when i was "sheriff shopping," Red Lake county SD was the fastest in processing and mailing my permit. It took a week, from dropping the application in person to seeing it in my california mailbox. However, this was back in 2017, i'm not sure how it is nowadays, but just send me a DM towards the end of april for the update. Hope this helps.

I think you meant MN and NOT SD, just wanted to confirm....

Thanks, I figured that out...

Found Red Lake County in rural northwestern Minnesota!

Were you able to process your renewal by mail or did you have to visit in person to renew?

Just wanted to update this thread. Thankfully I ultimately did NOT have to visit Minnesota last year, so did not pursue the Minnesota permit.

Minnesota still remains the ONLY state of the 40 States who do honor other state permits to NOT honor ALL three of the "Trifecta States" of Arizona, Florida and Utah.

My current plan is to obtain the Idaho Enhanced Permit, which is honored in all 40 of the 40 States who do honor other state permits (Non-Resident issues notwithstanding) which would include Washington State and Minnesota. Thus, no more need for a Utah CFP as that permit only adds Washington State to my carry coverage or Minnesota.

I typically visit Idaho once every couple of years anyway, however I do realize that if I obtain an Idaho permit it will require two Idaho visits within a few months, but a second trip once every five years is fine with me!

The major impediment to most for the Idaho Enhanced Permit was the fact that applicants must have a permit from their state of residence and pre Bruen that was not possible for many here in Kaliforniastan! Hopefully I shall have an LTC from LAPD by this summer and then its on to Idaho!

The Idaho requirement for a permit from a non resident's home state is statutory so it is still a requirement. The Enhanced Idaho permit does add WA but that is a minor issue as WA is shall issue for non residents, there is no training requirement and the fee is low. Fly to Spokane, visit the Spokane Police Dept., submit the application, get fingerprinted and wait for your plastic card. The difficult (impossible) state for Californians is Colorado. They do not issue permits to non residents and do not recognize CA permits. PA does not recognize non resident permits and you must have a permit from your home state to get a non resident PA permit. South Carolina does not recognize non resident permits and you must own real property in South Carolina to get a non resident permit. Or course there is IL that does not recognize any states permits and will only issue to non residents from AR, ID, MS, NV, TX and VA.

If you decide to take the Enhanced Class at Center Target Sports in Post Falls, Idaho, which is about a 45 minute drive from the Spokane airport, you could shoot some of their full auto rental guns.
