Personally, Burris XTR II which I've used up to 800 yards. You can buy this and use the remaining $500 for reloading components, etc. If you're set up for reloading already, SWFA's HD scopes are very robust and have awesome glass. Comparable, is the Vortex Razor series.

You can pick up a used NF 5.5x22 NSX with a Zero Stop in the $1500 range.
As mentioned the SWFA HD glass is very nice and a great deal if you want FFP. And their non HD 3x15 is pretty damn nice for $699 |

You should look at the vortex gen 1 scopes. Comes with a south mount so it’s a pretty good deal.
