Default Oregon now CCCW for residents only

I had an Oregon non-resident CCW in times past. I am planning a trip and I will be spending about a week in Oregon. I was working on using the trip to get a non-resident CCW.
So far, Curry, Coos, and Lane Counties issue only to residents.
I looked at ORS 166.291 and after amemdment by SB 1560 effective January 1, 2023, it appears CCWs are only available to county residents. Am I missing something? Here are links to the statute and bill.

Did not look at OP's links, but I obtained a non-resident Klamath County permit in May 2023.

As far as I know, it depends on the County and their Sheriff. It seems the interior and sometimes more rural counties are easier for issuance.

(8)The county sheriff may waive the residency requirement in subsection (1)(c) of this section for a resident of a contiguous state who has a compelling business interest or other legitimate demonstrated need.

broadside, thank you. I figured I must be missing something. Is there a list of the counties whose sheriffs are known to waive residency?

There?s only a few that issue to Californians.

I used Lake County. Super easy, super fast.

I have an appt with Grant county sheriff at the end of the month to renew my permit and get an initial for the wife.

Yes it depends on the country and sheriff.

My Grant county license expires this month. I literally drove to Klamath Falls and transferred my Grant county license to Klamath 3 days ago. Klamath Falls is so much closer.

Great staff. It's a little bit more involved than a renewal but I have family in K Falls so I visit there more.

My OR nonresident CHL was first issued by Grant county when one of his deputies would visit CA and process applications in person. When Grant county paused nonresident renewals, I transferred my file to Klamath county. After moving to Idaho, I transferred my file again to Malheur county since Vale, OR is less than an hour from my new home.

The staff for all 3 Sheriff's Offices were awesome and usually received my permit within a few weeks.

FYI: Malheur county only issues nonresident CHL to Nevada and Idaho residents.

I've got an Idaho Enhanced license.

The plan before winter is to sign up for an Oregon license in Malheur (sp?) county just over the Idaho/Oregon line.

After moving to Idaho, I contacted the Grant County Sheriff to do a change of address for my permit that was issued by Klamath County. Was told that if I was willing to pay the renewal fee, they would renew rather than do a mere change of address. Total time from my call to permit in hand was less than 24 hours. And self defense is a sufficient compelling reason. Can't beat Grant County! Also, only praise for Klamath County.

You'd think...but I'm in WA and searched most the neighboring counties. No go except for Multnomah County (Portland) for Washingtonians.

You have the PROTECTED right to;
?Carry a handgun for self defense outside the home?
I don?t think you need a permit.
Also, the way Bruen was written implies national reciprocity.

Fellow WA res here. I got mine during the plague in 21 in Hillsboro of Washington County. Was the fastest, due to having to make appt.
