Yes you are right thank you.

Its 2019 that you must mark the receiver if as of 1 July 2018 you find your self in possession of an unserialized firearm. So yes, if on 1 July 2018 you are in possession of a receiver without a serial number you are correct on January 2019 you must apply to the state for a serial number to be issued. So that is why I say you should serialise the firearm prior 1 July 2018 with the other appropriate information and then you are done, as far as serial number is conceared. You have no reason to apply to the state for a serial number.

But for assault weapon registration , this needs to be done prior to the regist ration window closing on Dec 1st 2017.

Where are you getting this? I don't see this as a consensus anywhere as to what is required and that the state won't allow you to choose your own serial number as long as you do it prior to 1 July 2018, after this date any build requires you to "first apply to the state for your SN prior to building" . And this is not what assembly bill AB 857 which is what we are talking about states.

Although I don't dissagree that self voluntarily registration isnt a bad idea. It does provide you with proof that you were in possession of the firearm prior to 2017.

I just don't see where it stated anywhere that the state will not allow you to choose your own serial number after 1 January 2017. But it does clearly state you can not commensing on 1 Jul 2018


I do recall in the 2000 assault rifle registration, when I filled out my registration forms it asked me when did I possess the firearm, some of them I had a hard time remembering because I owned them for years and at that time as you know long guns were not registered. But my registrations went through with my best guesses as to when I acquired the firearms, there was no requirement for me to prove such possession, and I may have been off a year or so in my guesses.

From AB 857

This bill would, commencing July 1, 2018, and subject to exceptions, require a person who manufactures or assembles a firearm to first apply to the department for a unique serial number or other identifying mark, as provided. The bill would, by January 1, 2019, and subject to exceptions, require any person who, as of July 1, 2018, owns a firearm that does not bear a serial number to likewise apply to the department for a unique serial number or other mark of identification. The bill would, except as provided, prohibit the sale or transfer of ownership of a firearm manufactured

I did see conversations when this first came out when people were debating whether I myself as the maker of a firearm could or could not asighn my own serial number to it, which I believe the consensus is yes I can because the ATF states, the maker of a firearm is required to mark the firearm with certain information . And for those wjo have sold their homebuilts, this is what yhe did, marked them per ATF requirements. During those discussions I saw many people stating to put your own SN on it, voluntarily registry register the firearm with the state of California so then when it came to the assault weapon registration it would already be in their database so of course they would accept it. I'm not saying that's a bad idea but I'm saying it is of course my opinion that is not required, and no where does any thing state that is required.

What we do know is required is in Senate Bill AB 857 . It clearly states we must have firearms that are properly serialized it tells us what to do to apply for her a SN if we have a fire and it's not serialized, and it tells us when these steps must be taken.

We also have the new law regarding assault weapons and it clearly states you must be in possession of a firearm prior to the first of the year, no it does not say this must be proven, will they make us prove that? We don't know that yet, but they didn't last time. There will be a grace period for registration which will consist of the entire year of 2017, if after 2017 you are in possession of a rifle that meats the description of an assault rifle and it is not registered with the state of California as such, that is a crime

Although I have never used the form for a home build, yes as far as I know this is the only form you need to file it is the same form you would submit if you moved into this state and needed to register your Firearms you brought with you.

Also I agree as to how was it acquired, I would check other and write in home built

I have transactions (CRIS) submitted on 11/7 that are still listed as "In progress" No contact from DOJ, requesting pics or anything else.

Wrong. All unserialized firearms in CA must be serialized by 2018. Even old timey guns that orginally did not have serial numbers.

So you either do it now and it is easier and you pick the serial or you wait then have to go through the DOJ who will assign you a number and a deadline to apply it, all for a fee of course.

That's what I figured. I serialized it and applied yesterday to the doj. Maker is myself, and once approved I'll post my serial number but you guys will love it if they approve it

Read exemptions (b) (e)

29181. Section 29180 does not apply to or affect any of the following:
(a) A firearm that has a serial number assigned to it pursuant to either Section 23910 or pursuant to Chapter 44 (commencing with Section 921) of Part 1 of Title 18 of the United States Code and the regulations issued pursuant thereto.
(b) A firearm made or assembled prior to December 16, 1968, that is not a handgun.
(c) A firearm which was entered into the centralized registry set forth in Section 11106 prior to July 1, 2018, as being owned by a specific individual or entity if that firearm has assigned to it a distinguishing number or mark of identification to that firearm by virtue of the department accepting entry of that firearm into the centralized registry.
(d) A firearm that has a serial number assigned to it pursuant to Chapter 53 of Title 26 of the United States Code and the regulations issued pursuant thereto.

I'm glad for these exemptions, I have old guns that I would never engrave a SN on.

Default successful 80% registration documentation

I will update once cleared but basically i went to cirs website and filled out the voluntary registration form. it gives you the option to select self made weapon but for make your going to have to select a random drop down manufacturer. in the comments section make sure to tell them the make, model, and all info you think they need. I made sure to engrave all this info onto the rifle before sending the form off. but at this time you can pick your own serial number and info. i just got a notice they would like pictures of the magazine and serial number so i submitted that and will keep you guys updated. im hoping this is the correct way to get our 80-% lowers to be registered next year correctly

no problem, I realized i couldnt get answers so figured id help out those in my position. Id like to have my 80% registered so i can have multiple registered aw next year. I figure i can always do another 80% at any time for an off roster build "featurless" but i only have until the end of the month to make it legal to register

I've submitted a similar registration as the OP on Sunday afternoon. This morning I received an email: "The California Department of Justice has received your electronic application and will begin processing your submission. You will be notified of the results via U.S. Mail. "

I wonder if this means they're satisfied with the photos I submitted and they don't need any additional information? ...or if this is a delaying tactic while they notify the local SWAT team? ;-)

My registration attempt is a little more unusual in that it is for a 2011 single shot pistol home built from an 80%. [2011 is a double stack 1911 derivative]. I submitted photos of the assembled pistol showing the engraving, one with the break action open with the barrel against a tape measure [demonstrating SSE2 compliance], a copy of the original receipt showing I purchased an 80% along with a break action upper from an 07-FFL (Limited-10 Machining) who is selling the completed single shot pistol as well [no zip gun issues], and the manufacturer's info on the break action upper.

I got my rejection notices today. All 3 rejected. This was in the comments field:

"At this time, system enhancements and regulations regarding AB 2220 were delayed due to other public safety priorities. The Department is currently working on implementation, however at this time an estimated time of completion is not available"

Googling AB2220 yields confusing results.

Maybe they meant AB857. AB 2220 and 857 were both bills by Cooper, so perhaps they got them twisted.

That would be funny if that was the reality. Implementing AB857 which doesn't go into effect until Jan 1 but rejecting firearms compliant with the laws in effect today.

In the two cases you're referring to, are both pistols based on an AR lower?

80% AR-15 Pistol lower, yes.

What it sounds like is they won't let you self register, and are trying to push you off to be covered by the new system, which isn't even effective until January 2018. Typical.....

I have a cheap electric engraving tool. I use it in my tools but also used it on my lower. Worked perfect I am just not an artistic person so unfortunately it wasn't the best looking

So if you engrave a featureless build from an 80, do you have to register it? Or does it Just have to have the serial and the rest of the engraved info?

WTH? I have lowers that I was thinking about VolReg. Now, "What difference does it make?"

Even if you get them registered in your name. Because their 80%'s, you can't sale, transfer, or give come 2019. Ugggggh!

reading 80percent FAQ page and several similar forms. It is my understanding you just serialized/engrave to ATF spec?

Does anyone have the prop/sb cite location for this in legal documents?
