Decals are unlikely to stay.
Anybody that does engraving should be able to do it. You will just need to pull the ejection port cover off the receiver and take only the cover to the engraving place. Search for trophy shops in your area.

Instead of engraving the dust cover, measure the surface area available to put one of those self adhesive metal info plates there.
Have the plate engraved, get several done as then you'll have a few extras if you want to put them on another dust cover. Industrial supply houses have these metal plates ready for engraving, McMaster Carr sells them online as does Global Supply and even Amazon. You can even cut them to size with tin snips and debur the sharp edges with a file and make them look like purpose made. The adhesive they use will withstand any heat, movement etc your AR is going to put out. These plates are used on high heat equipment like motors, pneumatics and all kinds of other things. They are made to take high temps, vibration - you name it. They aren't going to fall off and will withstand solvents etc of anything considered normal use. The plates come in a variety of colors so whatever you want is available. Clean the dust cover and then peel and stick - they aren't going to come off though use. Taking them off is a bit of a bugger but a single strand of thin copper wire does it really quick. Then just clean off the residue and put on a new one if you want. The bonus is that you don't have to fiddle with removing the dust cover, you can have several made up at the same time and if you don't want to have them engraved you can do it yourself with an engraving pen or using a metal stamp kit with the alignment thingy and get nearly perfect lettering and numbering. With the stamping kit total cost is likely to be less than engraving the dust cover and you can just order everything on-line. .

You can get laser engraved dust covers here - they are cheap. Don't screw around with adhesive crap.
