Default Definition of a firearm "single transaction"

For the purposes of PC 16730, I'm trying to figure out if I've sold handguns in 4 or 5 transactions this year. The "transaction" in dispute here is a sale I made of a pair of handguns to an FFL storefront a few months ago. I sold both handguns during the same visit and negotiated a single price for both of them together, but is there some legal piece of paperwork that defines whether this would be considered a single transaction, as opposed to two back-to-back transactions? There was no DROS since I wasn't transferring to another private party. The receipt from the store has two different times (differing by about 3 minutes) for "buy #1" and "buy #2." Or do sales directly to an FFL's inventory not count as transactions under PC 16730?

You've already answered your question.

One price for two guns = One transaction for two guns.

Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Right, but unfortunately they set a price for each one on two different sheets (probably for tax purposes when they resell).

It doesn't matter. That's what they had to do for their paperwork.
