Default Sneaking in AB18 tomorrow

Just a heads up:
https://www.firearmspolicy.org/oppose_ca_ab_18

With a hint of "legislative voodoo", AB 18, the California Gun and Ammo Tax, has been revived once again and will be voted on in the California State Assembly Appropriations Committee Thursday, January 23.

They tax anything they don't like. People who don't like guns or don't go shooting won't care. They'll probably use the money to fight the 2nd amendment. Unbelievable...

From the bill and bill analyses:
Quote:
Gun dealers’ products products, including ammunition, impose enormous fiscal burdens on California’s taxpayers, including an estimated $1.4 billion each year for direct public expenditures such as law enforcement, courts, and health care costs in response to firearm deaths and injuries in our state. This estimate does not include other major expenses, such as crime victim compensation, substantially diminished tax revenue due to lost income, depreciated property values, and reduced business activity associated with gun deaths and injuries in California.
Based on this statement alone, there should be an exorbitant tax placed on the sales of automobile, tobacco products and drugs...including marijuana.
Quote:
3) Opposition. According to the Gun Owners of California:
The constitutionality of this bill is an obvious concern. In fact, a lawsuit is pending review for consideration in the United States Supreme Court...to determine whether it is constitutional to tax the exercising of a constitutional guarantee. As the Second Amendment guarantees the right to possess firearms, a tax is punitive.

This will pass and will be costly. Only time and a court case will help us now

That will get it out of Appropriations. They'll detail it later.

California politicians have a history of creating a black market and proffitting off of it.

Same old theory: fewer guns = fewer gun crimes. When are they going to figure out that it just ain't so? I suspect never. They completely avoid the intervening cause of criminal intent, and the obvious fact, so thoroughly reflected in Britain's knife crime statistics, that absent a gun, a thug will turn to another weapon.

San Leandro voted in this tax about twenty years ago, saying the funds would be earmarked for the victims of "gun violence."

What happened was the funds were diverted to the general fund and used to pay everything but the victims of "gun violence."

(As a matter of interest, there are no gun stores in San Leandro any more, but the tax is still there.)

I hope they tax ammo at $5/round. Why the hell not?

I wonder how much extra tax revenue they would get by eliminating the Roster?

I know I'd be buying more new stuff instead of PPTs.

The thing is that the CalVIP got $30,000,000 in funding from last year's budget since Appropriations wouldn't specifically pass (or fail, which is why it's here still, no voodoo about it) the excise tax out of the suspense file.
http://www.bscc.ca.gov/s_cpgpcalvipgrant/

It's not surprising that they're looking to tax firearms and ammo still (and it's punitive even the bill says it's not in the opening reasons).

FPC is reporting that this bill has been "defeated" by being "held in committee."

Can someone please explain if this is truly a dead bill or if there's a chance that the committee will pick it back up at a future date?

Assembly Calendar 2020.
Quote:
Jan. 24 Last day for any committee to hear and report to the floor bills introduced in that house in the odd-numbered year. (J.R. 61(b)(2)).
Although it could get resurrected through the “gut and amend” subterfuge, the Dems are reluctant to push another tax related to firearms after boosting the DROS fees last year, and they’re still stinging from the recall of the Senator who authored the gas tax last year. Even the Jarvis anti-tax group finally came out against this.
