Is it general practice for the sheriff department to look at family court papers (divorce) for a ccw application? The spouse could paint a poor picture of tha applicant.

Not sure but I went through a divorce and received my CCW. Though my divorce wasn't nice it was more than 10yrs ago so it my not have been a factor.

It depends on the issuing agency.

Some issuing agency may look into it as part of their determination that the applicant is a person "of good moral character", which is a requirement for issuance pursuant to CA laws.
