Nothing here.

I'm guessing only people who have bought or sold a non-roster handgun recently will get it. I don't sell anything and the only handguns I bought recently was a CA Edition Seecamp .32 ACP and a S&W 686 Plus

Got three of the letters the other day; bought several off-roster guns but never sold any of them. From reading the letter it is a bit confusing, but the gist of it is kind of a warning to any LE that even think about flipping guns (straw purchase) for sale w/o having a FFL. You can sell these off roster guns but the transfer has to go through a FFL. Not thinking of selling anytime soon so it doesn’t really apply to me. I know that a few of the cops, to include one of the Gardena coppers, was selling to a known prohibited person.

The trigger seems to be buying a handgun using LE exemption to acquire off roster as I previously mentioned I talked to an officer that got letter only thing he did was acquire two off roster handguns for duty use.

I am not LE and I generally don't buy the popular LE gun flipper guns for a variety of reasons and I also got a letter. Only triggers I know are buying guns from consignment cases that may have been consignments from LE or this year I bought a not super popular but off roster 40 cal handgun from a LEO.

I'm wondering how far back the purchase or sale of a gun off roster that was originally acquired with a LE exemption will trigger a letter the roster has been around like 20 years now.

Wife went back to California for a baby shower and picked up a bundle of mail from our old neighbor. Included in my stack was two letters from the DOJ, thought maybe they forgot about me since I retired guess not.

IMO the whole purpose of this letter is to cause fear, uncertainty, and doubt to stifle any sales. When viewed through that lens, there is no rhyme or reason to who gets these letters - the more that go out, the merrier. Trying to parse out the whos or whys of it is a fools errand.

Exclamation Letter from DOJ

Hey fellas, this is the second time I receive a letter of "Notice regarding the purchase and resale of non-roster handguns."

Have any of you (LEOs) received this letter? Not sure if I should be concerned since I received it twice... The letter basically entails who can and cannot buy/purchase off roster handguns. Wondering if I received this letter because I have sold a hand full of off roster handguns I no longer used or needed.

Any insight/info will be appreciated.

Check your departments policy on frequency of sales of personal weapons. Additionally, when will you be in the east bay area with a G40 MOS you don't like anymore!

Couple of threads and lots of info on this from a year or two ago. Take the letter for what it is, a notification of who can and can not resell exemption purchased off roster handguns.

Let me know if you hate your P320, if so, I may have a home for it. Only letter I ever got was about a pistol with a threaded barrel, had to send it back to the manufacturer.

I got a letter yesterday... I bought two gen 5 glocks over a year ago and haven't sold any.
the letter is part of some new law that created categories of LEO's who could buy off roster. the DOJ is required to send them a letter after they purchase using a exemption and explain who they can sell to. category one can buy off roster and sell to anyone, category two can buy off roster if they have completed POST, and can only sell to other exempted LEO's, category three can only purchase the off roster to be used as a service weapon and cant sell to anyone.

We need to talk to DOJ about their wording on these letters. From what I am reading in this thread this has been going on for some time? A lot of letters sent? Yet no fire sale on off roster firearms? Serious fail.

Anyone remember the spate of letters 7 or 8 years ago that L.A. City (Attorney?) was sending to residents who had recently DROS'd a firearm?... the letter you were glad to have retrieved before the wife got home? Hahaha...

mossy's detailed reply notwithstanding, OP's letter could just be another form letter. Like Spyder noted, "Take the letter for what it is, a notification of who can and cannot resell exemption purchased off roster handguns."

I got one Friday...I sold an off roster pistol a month ago. Not sure if it's from that or when click on limited LEO since I use my Guard card and exposed lic in lieu of FSC card. Never was a Leo in CA.

The understanding of this letter from a legal source is that it DOES NOT include any firearm purchased as a single shot exemption.
