I've done some searching, but I couldn't find many threads discussing this within the last 2 years -- Are there any restrictions on selling reloading equipment (presses, die, etc) or supplies (powder, primers, projectiles, etc)?
I just haven't got the time to reload anymore, so I'm thinking about selling everything. |

Face to face with anything listed above is gtg. If you need to ship the primers or powder then it would need to be sent as a Hazardous Material. That is pricey.
This is my understanding and is not legal advise.

UPS allow shipment by individuals of a reinforced box to 60# of ammunition with the ORMD label.
Possibly then powder and primers would follow similarly-I am not sure of this but logic would lead one to assume some ability to do so in some manner when in small quantities, after all women's cosmetics with all those explosive aerosols and toxic chemicals.... and lithium batteries are far mor dangerous and by news stories cause far more problems during shipping and mailing.. FEDEX requires HAZMAT on your account to ship ammunition and proof of training and the FEDEX training-not sure of all the details as after starting to read such I said....Nah!.....UPS is easier. |

Thanks, I found enough posts on powder/primers to know I'm not even the slightest interested in trying to visit that.
My interest was purely on the restrictions in selling stuff (not shipping).

If you want to import, make, transfer, or possess more than 20 lbs of smokeless powder or more than 1 lbs of black powder, than you must have a valid CA OSFM Explosive Permit and comply with the CA mandatory requirements for storage/transport. [HSC 12101]
If you do not want or have a valid CA OSFM Explosive Permit, then legally, you can only possess or transfer no more than 20 lbs of smokeless powder or no more than 1 lbs of black powder. [HSC 12102] In order to legally sell any gun powder in CA without a valid CA OSFM Explosive Permit, the seller must obtain specific info prior to transferring the gun powder. [HSC 12102.1] The minimum age to legally acquire gun powder in CA is 21. [HSC 12082] If you do not have a valid CA OSFM Explosive Permit and possess more than 20 lbs of smokeless powder or more than 1 lbs of black powder, than you are in felony possession of explosives. [HSC 12305] Health & Safety Code 12000 For the purposes of this part, ?explosives? means any substance, or combination of substances, the primary or common purpose of which is detonation or rapid combustion, and which is capable of a relatively instantaneous or rapid release of gas and heat, or any substance, the primary purpose of which, when combined with others, is to form a substance capable of a relatively instantaneous or rapid release of gas and heat. 'Explosives' includes, but is not limited to, any explosives as defined in Section 841 of Title 18 of the United States Code and published pursuant to Section 555.23 of Title 27 of the Code of Federal Regulations, and any of the following: (a) Dynamite, nitroglycerine, picric acid, lead azide, fulminate of mercury, black powder, smokeless powder, propellant explosives, detonating primers, blasting caps, or commercial boosters. Health & Safety Code 12080 (a) No person shall sell, give away, or transport any explosive which has not been classified as provided in Section 12000. (b) The State Fire Marshal, upon receiving an application from any interested party, with the concurrence of the chief in the area affected, and if he determines that such action may be taken without jeopardizing the public welfare and safety, may authorize the transportation of unclassified explosives provided all other provisions of this part are met. Health & Safety Code 12082 No explosives shall be sold, furnished, or given away to any person under 21 years of age, whether such person is acting for himself or for another person, nor shall any such person be eligible to obtain any permit to receive explosives governed by the provisions of this part. The reference to ?under 21 years of age? in this section is unaffected by Section 1 of Chapter 1748 of the Statutes of 1971 or any other provision of that chapter. Health & Safety Code 12101 (a) No person shall do any one of the following without first having made application for and received a permit in accordance with this section: (1) Manufacture explosives. (2) Sell, furnish, or give away explosives. (3) Receive, store, or possess explosives. (4) Transport explosives. (5) Use explosives. (6) Operate a terminal for handling explosives. (7) Park or leave standing any vehicle carrying explosives, except when parked or left standing in or at a safe stopping place designated as such by the Department of the California Highway Patrol under Division 14 (commencing with Section 31600) of the Vehicle Code. Health & Safety Code 12102 This chapter does not apply to any possession or use of 20 pounds or less of smokeless powder, or one pound or less of black sporting powder, provided that: (a) Smokeless powder is intended only for hand loading of small arms ammunition of .75 caliber or less. (b) Black sporting powder is intended for loading of small arms or small arms ammunition of .75 caliber or less. (c) All such powder is for private use and not for resale, and, in the case of black sporting powder, there shall be no gift, delivery, or other disposition to another person. (d) The storage, use and handling of such smokeless and black powder conforms to rules, regulations, or ordinances of authorities having jurisdiction for fire prevention and suppression in the area of such storage, use, and handling of such explosives. Health & Safety Code 12102.1 Any person who sells, gives, delivers or otherwise disposes of 20 pounds or less of smokeless powder, or one pound or less of black sporting powder, shall first obtain a statement from the person who purchases or otherwise receives such powder, which statement shall include: (a) The name, address and birth date of the person purchasing or receiving the powder. (b) The purpose for which the powder is intended to be used, handled, stored, or possessed. (c) The type and amount of the powder. (d) The signature of the person purchasing or receiving the powder. (e) The driver?s license number, selective service card number, or other identifying information concerning the person purchasing or receiving the powder. Any person furnishing a fictitious name or address or knowingly furnishing an incorrect birth date and any person violating any of the provisions of this section is guilty of a misdemeanor. Health & Safety Code 12305 Every person not in the lawful possession of an explosive who knowingly has any explosive in his possession is guilty of a felony. Health & Safety Code 12400 Except as provided in Chapter 7 (commencing with Section 12302), Part 1, Division 11 of the Health and Safety Code, every person who violates any provision of this part, or violates any regulation adopted by the State Fire Marshal pursuant to this part, is guilty of a misdemeanor, punishable by a fine of not more than one thousand dollars ($1,000), or by imprisonment for not more than six months, or by both such fine and imprisonment. Health & Safety Code 12401 Every person who is found guilty of a felony as specified in this part is punishable by imprisonment pursuant to subdivision (h) of Section 1170 of the Penal Code, or in a county jail not exceeding one year, or by fine not exceeding ten thousand dollars ($10,000), or by both such fine and imprisonment.

Except for primers and powder, I just threw everything in the trash. I didn't want to deal with FTF or shipping for bit and pieces. I sprinkled the powder in the yard. I soaked the primers in Kroil. Feels good to be free of all that clutter. ![]()
