UPDATE #2: I received my CCW YESTERDAY! Here's my Kern COunty timeline:

My initial filing date: 5 May 17
Approval letter dated: 19 June 17
Requested Livescan and paid the application fee: 26 June 17
Received CCW Permit: 29 June 17

55 days total.

Can I turn in my application to my local substation or do you recommend I take it to Bakersfield? What should I expect when I arrive with Sections 1-5 filled out and the rest blank? Will I fill that in with the receiving personnel? Thanks for your feedback.

The application gets turned into your substation. As for the empty parts of the app, they'll just go through it with you and sign it there. Don't sign until they tell you to. Make sure you bring proofs of residency with you.

I was told by KCSO that the substations only make periodic runs for turning in applications. I dealt directly with KSCO HQ...almost no delay.

I'm not sure how much it would help. According to my station, they make the run up almost daily. Deputies go back and forth all the time. It took less than 3 weeks for my response and I'm sure that was due to justification of my GC, etc. I also don't buy the delay because it took one day for me to update my license with my new pistols. Updates come from Bakersfield, so it's apparent they make plenty of runs.

If you want to reduce the total wait time by 45 days, take it to Bakersfield. That's what I was told by the licensing unit and that's exactly what I did. In fact they will screen your "cause statement" on the spot and make suggestions if they feel that the cause statement missed the mark.

Default Kern County "Dual Residency"

Hello Everyone.

First of all, thanks for all of the info I've found here. In reading through this forum, I found the actual policy document written by KCSO on the Calguns Foundation webpage. It can be found here for those who may be interested:

I found this section, which outlines the screening process. I italicized and bold faced the area I'm interested in asking about:

PROCEDURE A – SCREENING PROCESS
Any individual applying for a license to carry a concealed weapon shall first obtain and fully complete a Concealed Weapons License Application form. This form may be obtained at Sheriff's Headquarters, designated substations and from the Sheriff's website:

• The application will include the need for the issuance of the permit and "good cause" for the permit.
• The application will be completed and returned, in person, to the Licensing Unit of the Kern County Sheriff's Office at 1350 Norris Road, Bakersfield, California, or an authorized substation. The application, when returned, must be signed in the presence of an authorized employee of the Sheriff's Office. The form is to be signed under penalty of perjury. It is against the law to knowingly make any false statements on such an application (Penal Code § 12051 (b) & (c)).
o The applicant will provide a California Driver's License. The applicant must be a resident of the County of Kern.
o The applicant must show two (2) valid forms of proof of residency (in addition to the California Driver's License). Examples include a current property tax bill, a utility bill and current vehicle registration papers. A post office box is not considered acceptable proof of residency.
o Active Military personnel may provide a current out of state Driver’s License.
o Applicants who have dual residency will not necessarily be excluded from applying but must provide a California Driver’s License with a Kern County address and two (2) valid forms of proof of residency in Kern County.
o Licensing personnel will compile and forward a list of all applicants for
Administrative Review.

I currently split my time between Oceanside and my rural home in Inyokern area. That Kern county address acts as a staging area for our active mining claim in the foothills of the Sierras. We spend a lot of time up there - but not more than 50%, but I get closer and closer to that 50% number every month. I'd recently changed the address on my driver's license to reflect my Inyokern address as I rent down in San Diego county - this had nothing to do with applying for a CCW. I also have my property tax bill and my electric bill.

Has anyone who has "dual residency" as outlined in this policy document been approved by Kern? I am not one to even consider trying to "walk the line" on the residency issue. My application and interview would fully disclose my residential situation.

All of that being said, is there any history of "dual residency" applicants being approved? I've seen anecdotal information about having to live at least 51% of the time at the residence of application, but I have yet to come across anything from Kern that specifically states this.

Why do you need to mention San Diego at all? You live in Kern, you have the id and other requirements. That's enough right.

You can used your vehicle registration with county location as well as a utility bill with the service address...must faster than waiting on a tax bill.

Google the Kern County 2017 application, evidentiary requirements are all listed. The licensing unit will also tell you where to go if your documents are found to be insufficient.

I used a pretty simple GC on my application. Each GC will be different, I'd keep it similar to the one you used in SB, it worked. Short and to the point worked for me, but yours could be different.

KCSO advises to NOT take classes until AFTER an approval.
No fee required at time you turn in application.
At time of approval you will need to go to KCSO for live scan. Fee for KCSO and live scan is $159. Both fees are included in the $159.
Training classes run around $120 for the initial CCW class.
Yes, KCSO will accept a personal check.

Hi all, Will be moving to Tehachapi next week from San Bernardino county. I have SB county CCW and know it expires 90 days after moving.

I have questions about Kern county, (I will be living across the street from the substation). Do they do a neighbor check, I don't know the neighbors yet and only have 2 on the street. How long should I expect the process to take? After 1.5 years I can't imagine going gun-less.

I have no idea if they do a neighbor check, no one ever said anything to me. I can't remember my exact timeline, but it is posted earlier in this thread. I added about 2 weeks to my time because I went on vacation between the time I received my approval and my class.

Oh, the main application will have to be dropped off in Bakersfield, but you'll pick up your license and make changes at the substation.

Okay all, A little update. Just received my letter of approval from KCSO today. Now for the training and livescan. I'll start my time line for reference.

08/24/17 - Initial app. turned to KCSO main office
09/25/17 - App. approved by KCSO
09/28/17 - Received approval in mailbox via USPS
10/07/17 - Took initial class
10/09/17 - Turned in paperwork and paid fee to KCSO
10/13/17 - Go the call to come pick up CCW license

No neighbor check on mine. Or at least KCSO did not check my residency and my neighbors haven't said anything to me if they checked with them.

Turns out yes, you can only renew your Kern CCW permit online. The process is pretty easy and the website is smartphone friendly. You can photograph your documents and upload them, and pay with a credit card. I was also able to add two guns to my permit, and had a phone call within an hour of completion letting me know my permit was available for pickup.

I modified my permit, deleted 2 firearms added 1 online, very painless.
Submitted info around 2100 hrs Monday night, received notification at 0800 that the new modified permit was ready for pick up

On 12/21 to avoid qualifying classes I submitted online to add 1 weapon to my permit. The email response I received was I needed to submit DOJ modification form before request could be granted. I called the KCSD and asked what that form was and where I could get one and she stated “You’ll get that after your class”. I said that law doesn’t go into effect until next year and she said we know but today is our last day in the office and we won’t be back until next year. WTH?
