Default Restrictions on Selling Reloading Equipment and Supplies

I've done some searching, but I couldn't find many threads discussing this within the last 2 years -- Are there any restrictions on selling reloading equipment (presses, die, etc) or supplies (powder, primers, projectiles, etc)?

I just haven't got the time to reload anymore, so I'm thinking about selling everything.

Face to face with anything listed above is gtg. If you need to ship the primers or powder then it would need to be sent as a Hazardous Material. That is pricey.

This is my understanding and is not legal advise.

FTF best. Costly to get license and certification to ship hazmat.

UPS allow shipment by individuals of a reinforced box to 60# of ammunition with the ORMD label.

Possibly then powder and primers would follow similarly-I am not sure of this but logic would lead one to assume some ability to do so in some manner when in small quantities, after all women's cosmetics with all those explosive aerosols and toxic chemicals.... and lithium batteries are far mor dangerous and by news stories cause far more problems during shipping and mailing..

FEDEX requires HAZMAT on your account to ship ammunition and proof of training and the FEDEX training-not sure of all the details as after starting to read such I said....Nah!.....UPS is easier.

https://www.ups.com/us/en/support/sh...mmunition.page

66# says that page

But no more ORM-D. Just the limited quantity label from 49 CFR 172.315. https://www.ecfr.gov/current/title-4...ection-172.315

Shipper should be able to help you.

Thanks, I found enough posts on powder/primers to know I'm not even the slightest interested in trying to visit that.

My interest was purely on the restrictions in selling stuff (not shipping).

Powder/Primers are not ammunition.
Quote:
Ammunition (Cartridges, Small Arms)

UPS
accepts for transportation such ammunition that constitutes as "cartridges, small arms," as defined in 49 C.F.R. ? 173.59. All other allowable ammunition shipments are accepted only on a contractual basis, and must be prepared under the rules for a fully regulated hazardous material.

these fall under the category of Dangerous Goods.

2. There are several keywords on products and other conditions that may indicate the presence of DG:
? Aerosols, ammunition, batteries (wet and lithium), camping stove, drain cleaners, dry ice, fireworks, lighters, matches, oil-based paint or corrosive paint, parts (with gasoline or kerosene), perfume, propane, radioactive materials and solvents.
? Aerosols and cylinders ? these are under pressure regardless of the product. Typically, they meet the definition of a gas (either non-flammable, flammable or toxic). Gases are DG.
Lithium batteries are controlled and labeled.

The only true prohibition on selling reloading components comes under a subsection of CA Pen 16150.
Quote:
16150. (a) As used in this part, except in subdivision (a) of Section 30305 and in Section 30306, ?ammunition? means one or more loaded cartridges consisting of a primed case, propellant, and with one or more projectiles. ?Ammunition? does not include blanks.

(b) As used in subdivision (a) of Section 30305 and in Section 30306, ?ammunition? includes, but is not limited to, any bullet, cartridge, magazine, clip, speed loader, autoloader, ammunition feeding device, or projectile capable of being fired from a firearm with a deadly consequence. ?Ammunition? does not include blanks.
CA PEN 30305/30306 refer to prohibited persons.
Quote:
30306. (a) Any person, corporation, firm, or other business enterprise who supplies, delivers, sells, or gives possession or control of, any ammunition to any person who he or she knows or using reasonable care should know is prohibited from owning, possessing, or having under custody or control, any ammunition or reloaded ammunition pursuant to subdivision (a) or (b) of Section 30305, is guilty of a misdemeanor, punishable by imprisonment in a county jail not exceeding one year, or a fine not exceeding one thousand dollars ($1,000), or by both that fine and imprisonment.
So, you need to take some caution in selecting the persons to whom you may sell.

I reached the same conclusion.

Except for primers and powder, I just threw everything in the trash. I didn't want to deal with FTF or shipping for bit and pieces.

I sprinkled the powder in the yard.

I soaked the primers in Kroil.

Feels good to be free of all that clutter.

That Dog Crap describes half the people on this forum, and I bet that next to ZERO comply, let alone know any of it, or give a crap about it, me included.
But it was an interesting read nonetheless.

I would never throw away my powder, primers or presses and other tools. I reloaded in the late 70s and 80s. Then I stopped reloading and also stopped shooting for about 30 years but kept it all. I restarted both shooting and reloading some years back, used up all my powder/primers. That stuff does not go bad if you store it correctly. To those that consider it clutter, it may be today but may not be tomorrow and who knows how hard or expensive it will be to get later. Some things are clutter, powder/primers and other reloading stuff is not (in my opinion). I can go decades without touching something related to a hobby i was heavy into and get back into it just like if I was on a big merry go-round.

To the OP, you may not have time to reload today but you might in a decade or 2, this stuff does not take up a lot of room when its not on a workbench. The presses can take up some room but worth keeping.
