Default Mult-gun letter required for PPT?

Hello all,

I just recently did a PPT of 2 rifles at a respected LGS and was notified of something called a multi-gun letter required for transferring two of the same types of firearms in a single PPT. They wanted to charge the DROS fee of $47.19, $10 for the second rifle, and $60 for this letter. I have never heard of this before and while this isn't my first multiple gun PPT, it has been a few years since. I just wanted to clarify that this is a current standard or is this a money grab. Out of respect for this store, I will not name it or the city it's located. It is not local to me, and they have been a top contender for customer service for many years.

It’s a border state thing for ATF. If it’s a bolt action gun and an AR then there is no reporting required. They need to be similar semi auto rifles with detachable mag except for .22.

You did not purchase two similar rifles so no reporting is required. Even if there was, it’s a simple form and we do mostly multiple handgun reports at no charge.

It’s a money grab, call em out.

That's disturbing news. Now, I must add on, that after talking with the counter employee, he was told by another employee that if I were to PPT the AR as just the lower and not the whole rifle, then the $60 letter wouldn't be needed. I did just that. Now I have a freaking upper standing in my safe for 10 days.

I really hate to say this, but it was 2A Zone in Riverside.

Lol ff firearms in montebello charged me 20 bucks as a "labor fee" for a ppt.... this is ridiculous

I would never suggest to have someone separate an upper from a lower when it’s brought in as a rifle. As long as it’s CA compliant there’s no reason to and if it’s brought in out of compliance, I send them away to possibly do some homework.

Regardless, there’s no requirement to report this when an AR and bolt action rifle are done at the same time.

Thanks for the information. I want to think that it may have been a training issue, or something like that since they just switched over to the new owners.

I’m not generally one for calling out other FFL’s, it’s a tough low margin business. I don’t know too many rich gun store owners but if they were going to charge a fee for reporting requirements, $60 seems a little steep for a one page form and scanning and emailing it to the ATF. Maybe $15-20? We don’t charge for compliance stuff

I completely agree. I try to at least pick up a box of ammo, or something that would benefit a sale. But this time, it left my mouth a little dry to that.

85% of PPT customers don’t buy a single thing from the store. Not even a box of ammo at pick up. They even complain when we deem a lock is needed to be purchased for $5 (basically our cost)

Hey, yup that was us. Yes it was a training issue, that transaction would have never triggered a multiple disposition. The guys are still learning the rules, I am glad we got you taken care of while you were there with no additional fees. After you left I had a sit down with the staff to explain again what would trigger a multiple disposition. So you know, in your case, the back office would have caught that you were charged and would have refunded you when you picked up, we don't do business that way.

Still working through the kinks over here, but look forward to seeing you for your pickup and rest assured, losing customers over ticky tack fees isn't a thing we do!

To answer the other question, yes there are times when we do charge for a multiple disposition, but it's generally reserved for doing multiple handgun trades.

I was hoping (incorrectly) that going into an existing gun store would.... Alleviate... These types of issues, but the last 3 weeks have shown me that I was incorrect. More time on the floor for meeeeee

No letter. There are two ATF forms — multiple handgun and multiple semi-auto rifle. The former is needed in all 50 states. The latter only for border states.

Both look like an abbreviated 4473 - purchaser and firearm info. Copies go to ATF and CLEO upon delivery. I usually let the purchaser fill out their info.

yeah wth. A decent 4473 software package should be able to process it nearly automatically
