I am looking for a place to pawn an off roster pistol gifted to me by one of my children. The transfer was reported by months ago on CFARS, but DOJ is incapable of timely completing the registration so as to allow the gun to be added to a CCW soon to be issued. The IA will not allow it to be listed unless registration shows on AFS. Consequently, I am thinking of pawning and retrieving it in order to cause its registration.
I am located just South of Irvine in Orange County. Can someone suggest a Pawn to handle this and what it will end up costing me. I suppose that will depend on DROS fees and the cost of retrieving it out of pawn. Thanks. Last edited by Chewy65; 12-15-2022 at 7:20 AM.. |

Cool. I know where they are and get by there frequently. Even looked on their web page and it didn't say anything about pawn.
Meanwhile, I confirmed that Central Mega Pawn in Ontario does it, but will not deliver to an undetermined if that helps anybody out. As for OC Guns, they say I can't pawn it with them and retrieve it out of pawn, because they are not permitted to deliver the off roster p365 to a non-exempt person. The guy there is telling me that, even though the intrafamiliar transfer was reported over CFARS months ago, my son and I can come in and do a PPT. Last edited by Chewy65; 12-15-2022 at 9:29 AM.. |

Wait wait… Is your son a CA resident?
If not, it should have went through an FFL, which would have conducted the DROS. CFARS cannot be used for out-of-state transfers as there’s no exemption at the federal level. If he is a CA resident, then simply complete a PPT, as the intrafamiliar transfer takes way longer than the 10 day wait (albeit you’d have to pay for DROS).

He can. In 16 years when the DOJ gets around to doing it they will see its already registered to you and send you and email.

Another option - Consignment and return. Let the FFL know what you're doing.

I don’t believe that you can consign and retrieve an off roster as non except. Once it goes into bound book on consignment it needs to be sold to non exempt which does not make it 3 times retail price because non except can buy new with a discount.
PPT or wait almost forever are the only choices I see to get the good stuff in commiefornia. Glad I’m gone!!

Correct. An exception is made in the law forbidding an FFL to deliver an offroster to a non-exempt individual. That exemption permits delivery to the peroson that consigned or pawned the unsafe handgun.
