Default Paper License Plates

How long are paper dealer license advertisement plates that existed before 1/1/2019 good for?

I had a truck stop in front of my house today that still had paper front/back license plate advertisements. I'm assuming the car was purchased before the new law took effect (1/1/2019?). If that's the case and it's March should they have already received their real plates unless they are up to no good?

I'm concerned only because they commented on one of the cars in my garage and neither my wife or I recognize the car/driver as someone that lives around us. I drove around the area of our hood looking to see if the car was in someone's driveway, but did not spot it. I am going to check again tonight as well. It's possible they parked in the garage as well.

I have video of the truck and the dealer paper advertisements, but that doesn't help me. Based on the glare in the afternoon the video I have of the driver is not enough to identify him either.

Yeah, they’re not good anymore. Usually 60 days is the max for any temporary registration, which must be displayed in the window.

My paper plates issued on 2-25-2019 have an expiration of 5-25-2019 printed on them. So 90 days. BTW my permanent preferences within 10 days.

I believe that they have until April 1st with the dealer advertising paper plates.

You have the NEW paper plates.
The OP is asking about the old style that just has the dealers name on it.

Just out of curiosity what did they ask about your car? What type of car were they asking about? for instance is it a stealable desirable Honda Toyota for parts or something like a rare old Porsche.
And did they ask your wife, which is more suspicious in my opinion?

Not super rare or super old. It's from 1990 and had a car cover on most of it. Back bumper was exposed.

They did talk to my wife because she was doing some stuff up front...I was inside.

Drives me nuts. My neighbor bought a new Explorer in July and still has not put plates on it! Then his wife gets a new Mercedes SUV in November. Still no plates. Guess they are trying to save on toll road charges.

I got a fix it ticket written off at CHP....it's 90 days. I bought my car November 9th, and January 9th the new registration hadn't come yet, and the tags were expired when I bought it. My best friend is a police officer, and one of my daycare parents is a deputy. They both told me the ticket was bogus and the temp in my window was good for 90 days. So I went to the CHP substation and the desk officer showed me the VC which also said 90 days. So he removed it. DMV is just slow on everything right now because of the new real ID stuff they are dealing with.

Per CVC 4456, 90 days or when the license plate and reg is received. Which ever occcurs first.

IDK But I ordered a HAM radio plate in October and it still has not come in. I don't even have any plate as they made me surrender my old ones.

All I have is the pink paper in the windshield and I have to go stand in line every month for a new one.

They say it could be a few more months.

DWV is pretty messed up.

Getting pulled over at night without plates is no real fun believe me.

Fortunately they chill out a bit and take their hands off their guns once I hand them my DL and CCW.

So far I have not been disarmed or strip searched.

Default Paper License Plates

Car dealer here.

I took some classes on AB 516 and was informed by DMV that LE would generally grant a three month grace period before pulling people over with dealer inserts. An employee of ours was pulled over for it in February, though.

There are new temp plates that are good for three months, but exp. date and ROS # are printed clearly on the temp plate.

I still drive short trips in some of our lot cars with dealer inserts once in a while. Come April 1st that will be illegal under AB516.

From my understanding you have until April 1st. However, if you get pulled over and the officer sees you've had the car for over 90 days, he can ticket you for no plates. The DMV is usually pretty good about sending your permanent plates within 1 month. I got mine within 2 weeks in February.

It's definitely suspicious that he doesn't have the temp registration posted in the windshield AND no plates. I would keep an eye out.

Legally, the ROS needs to remain in the windshield until registration is received. Typically, plates come at the same time. An employee of ours was pulled over for this exact reason.

Spoke to a DMV investigator regarding the old plate situation. In a nutshell, they are giving people until April 1 in case they actually purchased a car on 12/31. However, his interpretation of the code leads him to believe an officer would be good to stop someone with the old plates now, as the statute was effective January 1.

Speaking to the OP's question, will the experts please point to the section in the Vehicle code where it says last years (dealer) paper plates are good for 90 days. If it is not in the Calif Vehicle code then......

Those dealer inserts are not registration and are worth nothing. The temporary registration is attached to the windshield, usually in the lower corner on the passenger side. Those are usually good for 90 days max.

Running the VIN thru DMV will show if the actual plates have been issued, and on what date. If they were issued already, you can be cited for failure to display your plates.

Well, with AB516, once it’s 90 days passed January 1st, all vehicles with the old dealer plates are fair game. Old meaning the ones with just a dealer logo, etc.

But...it’s not too hard to figure out who’s intentionally hiding behind dealer plates to hide bad tags.
