Not all inspectors are arson investigators. At first they were considered "cause investigators" no arrest powers. It finally evolved into what is is now. We used to give them a lot of crap about carrying, like "OK, who has the bullet today?" They all thought the training was excellent. I don't recall them doing periodic retraining or quals though. They had an office in my station in El Monte and they were busier than most people would think.
