A licensee is not required to be a resident of the State in which his licensed premises is located. He is only required to have "
in a State...premises from which he conducts his collecting subject to license under this chapter..."
You may run into problems with the "picking up every once in a while" part though. You are required to log acquisitions in a timely manner.
