This seems to be saying that FFL03+CoE collectors can still ship C&R long gun from out-of-state directly, and once acquired, report the firearm on CFARS within 5 days. Is this not your interpretation?
Not ship. Transport. You can buy a C&R out-of-state and bring it back yourself, then report the acquisition within 5 days.
