Under existing law, a violation of a gun violence restraining order is a crime.

The bill would define a firearm, for the purpose of the specified gun violence restraining order provisions, to include a frame or receiver of the weapon, including an unfinished frame or receiver of a weapon that can readily be converted to the functional condition of a finished frame or receiver. By expanding the scope of existing crimes, this bill would impose a state-mandated local program.

Currently no further information since it's a spot bill. A spot bill typically is a placemarker in line for being introduced and will be fleshed out at a later point in time (or gutted and amended). Going to quote Dvrjon's post in the future.

This is the first year of a two-year session, and Members are allowed a limited number of pieces of legislation and there is a limited total number of bills which can be introduced during the two-year session. It's kind of like lining up the cars at the Indy 500.

Spot bills do serve a major purpose. They announce the legislator's availability to support legislation in a particular area. That draws support and money. They can also negotiate dropping the bill to allow another member's bill go through, but the other member will have to trade some other favor.

Spot bill is filled in 3/18/2021. Adds both Frames/Receivers and Unfinished Frames/Receivers to the items disallowed by GVROs.
