when I seat the 150 gr Barnes X bullet in my 7mm-08 case there are a couple of the grooves exposed, is that OK?

Yep. Just remember that Barnes recommends a .050" minimum jump to the lands for their bullets

Those are driving band reliefs.
Because the bullet is solid, the core will not collapse like a lead core bullet does when it enters the rifling.
The grooves leave space for the driving bands to expand into the voids when the bullet obturates into the barrel.

No problem to leave them exposed.
