What exactly is the difference between a barrel shround and a handguard on an AR15? According to the way i am reading this

(C) A shroud that is attached to, or partially or completely
encircles, the barrel that allows the bearer to fire the weapon
without burning the bearer's hand, except a slide that encloses the
barrel.Taken from Section 30510, "assault weapon".

The way i read it they are the same thing, or is it like a muzzle break and how if it is not a muzzle break AND a flash suppressor its not concidered "evil". is it the same for handguards is the way that if you geta quad rail handguard since its described as a handguard not a shroud it would not be illegal?

Doesn't matter, because that only applies to detachable magazine pistols. AR15 pistols have to be fixed magazine because of the mag outside the pistol grip. Its in 30515, not 30510, by the way.

The barrel shroud language only applies to pistols, and not rifles or shotguns, so I'm assuming you're talking about an AR pistol. Same with the handguard language.

(a) Notwithstanding Section 30510, "assault weapon" also
means any of the following:
(1) A semiautomatic, centerfire rifle that has the capacity to
accept a detachable magazine and any one of the following:
(A) A pistol grip that protrudes conspicuously beneath the action
of the weapon.
(B) A thumbhole stock.
(C) A folding or telescoping stock.
(D) A grenade launcher or flare launcher.
(E) A flash suppressor.
(F) A forward pistol grip.
(2) A semiautomatic, centerfire rifle that has a fixed magazine
with the capacity to accept more than 10 rounds.
(3) A semiautomatic, centerfire rifle that has an overall length
of less than 30 inches.
(4) A semiautomatic pistol that has the capacity to accept a
detachable magazine and any one of the following:
(A) A threaded barrel, capable of accepting a flash suppressor,
forward handgrip, or silencer.
(B) A second handgrip.
(C) A shroud that is attached to, or partially or completely
encircles, the barrel that allows the bearer to fire the weapon
without burning the bearer's hand, except a slide that encloses the
barrel.
(D) The capacity to accept a detachable magazine at some location
outside of the pistol grip.
(5) A semiautomatic pistol with a fixed magazine that has the
capacity to accept more than 10 rounds.
(6) A semiautomatic shotgun that has both of the following:
(A) A folding or telescoping stock.
(B) A pistol grip that protrudes conspicuously beneath the action
of the weapon, thumbhole stock, or vertical handgrip.
(7) A semiautomatic shotgun that has the ability to accept a
detachable magazine.
(8) Any shotgun with a revolving cylinder.


This might help:

Everything in RED is banned on detachable magazine centerfire semi-auto rifles. If you install a bullet button (no longer making it detachable magazine) you can ignore the banned stuff in red, and put all that stuff on. (except maybe not the grenade launcher) If you're running in featureless configuration with a functional mag release button, you can't have anything in RED on your AR.

Everything in BLUE is banned on detachable magazine semi-auto pistols, but since you have to have a bullet button on AR pistols because of the magazine outside of the pistol grip (making it no longer detachable mag), you can put everything in blue on your AR pistol.

The language in RED does not apply to AR pistols, only rifles. The language in BLUE does not apply to AR rifles, only pistols.

A barrel shroud greatly increases rapid cooling for sustained rapid firing from the hip with a pistol grip so you can spray targets.
