they aren't illegal.
However, the handgun safety roster applies and if it isn't listed on the roste, http://certguns.doj.ca.gov/ , you may not be able to purchase one unless you are roster-exempt, such as being an LEO.
The 10-rounder S&W 617 (4" or 6" barrel) is legal in Kali.

I bought a used 9-round H&R revolver at a gun show a few years back. Did a PPT and it was mine all mine. Not a bad little pea-shooter.

The S&W 617 is definitely legal in CA. Reeds has one in their rental counter if you want to try one out. The one I tried had a great trigger. It's a heavy gun though, pushing 3 lbs empty.
The S&W model 317 ultralight and Model 63 are also legal, but are the smaller J frame and have an 8 round capacity. The 317 is less than a pound, and the model 63 is about a pound and a hlaf. I just picked up a model 63 for my daughter to shoot; the 617 was too big/heavy for her.

Likely not listed.
The handgun roster can be tricky. While the 617-6 is legal in 4", 6", and 8.37" The same is not true of earlier versions. Currently, the 617-4 is only listed for 4" and the 617-5 is only listed for the 6" version. The version numbers can screw you good when it comes to S&W handguns.
This is one more thing that shows the stupidity of the Handgun roster.
Taurus has a 9 shot 22lr revolver. Model 94. Dont know if its on the CA 'safe list' or not..
I have a 10 shot H&R sitting in my closet that I haven't shot for over 40 years. It was given to my by my father.

Get the 10 round 617 6" Smith. I shoot mine way too much. Hard to imagine but it is easy to go thru a 525rd box of ammo in an afternoon. My only problem... I rapid fire and always hear about it. :-) And my other pistols see too much safe time. The Smith is always in my bag. I've had it just over 4 years and it easily seem 25K + rounds thru it and it still is smooth and accurate to this day. I cannot recommend it enough. I was tentative at the price for a 22LR revolver and even doubted at first... It was one of the best buys and VERY GLAD I bought it!

I know you said 9 to 10 round, but don't forget about the Ruger Bearcat. Now that is one sweet little gun.

Oh, that sucks, because its on the list of handguns to get my mom if she cant handle a 38 spl revolver.
It looks like you have to find someone who is selling one and PPT it..
