To answer your questions:

1. Sometimes, depends on circumstances. Not enough info here to determine. Same for EMS/Fire

2. Door could have been unlocked. Many ways to get in that don't need kicking a door.

3. Depends on what was said in call or other info they had. Can't answer based on the info you have.

4. Not that I'm aware of.
Even though Iím retired, I still seem to encounter incredibly stupid people.

Fire and ems can enter because they are not there for any reason other then a persons welfare.

The police can force entry for the same reason.

To the OP: Every agency has different policies on the deployment of shoulder arms so I cannot answer for certain but the chances are there was a reasonable belief an armed person was inside of the location. The police might haven entered or the possible victim let them in through another entrance such as a window.

As fire we get a lot of "medical alarm" calls. We usually find an open window or a door that we can force open without breaking things. However our agency considers a medical alarm as existent circumstances, and condones this type of response.

No alarm, no 911 call. No entry

Another thing to consider is a medical alert alarm/ bracelet. Sometimes other neighbors will have a house key, or the alarm company will notify first responders of a hidden key location. I've yet to see a house with a Knox Box lol. Doesn't sound like the case here but I've experienced it.

My days of entering through a window/back door on a third party 911 activation are over. These days PD goes in first to clear the area.
If someone is on the phone with dispatch and can't make it to the door and needs medical help, different story..sure well enter. In 16 years, I have only found one house that didn't have at least one window/door that couldn't be bypassed with minimal ingenuity.
