Emailed and faxed. Couldn't get through on phone today. Not that he even cares: the email form cataloged my missive by issue (Gun Control) and whether I was Pro or Con on the web form—I'll bet he just gets those numbers and no one ever reads the text of the email.

Thanks Brandon, message sent.

Also, I would like to point out that CA was sued just a couple years ago for doing the same thing in schools. The ACLU sued the state and won rather quickly because CA settled within a matter of days because schools were overcharging students which violated state and federal laws.

Faxed using FPC and emailed direct via his website.
I sent the email twice once under gun control and also Franchise tax board. Not exactly the right area, but it does have to do with illegal taxation and that is the closest option I could see.
I am going to send some also under the Pro option, just to make they are read.

Agree with CitaDel; until the person answering pleads for us to stop, we haven't called enough yet.

You know they get a lot of gun control emails given they have a pull-down menu for it and buttons for "Pro" and "Con" before you get to send the email on the web site. I think I'll send a few more this weekend and Monday and then call several times Monday.

Dear Gov. Brown,

Please veto SB140 which I believe has already been sent to your desk to sign. The Dealer Record of Sale (DROS) account was set up to cover the cost of conducting DROS's only. Because the fees exceed the actual DROS cost (which is itself a violation of the law), this account has built up a substantial surplus. SB140 would illegally raid this account to pay for the backlog in the underfunded Armed Prohibited Persons System (APPS).

If the APPS is a critical program requiring an urgency vote, then please properly fund the program; do not illegally raid the accounts of other programs to pay for it. The funds in the DROS account are not general funds to be reallocated on a whim and attempting to do so will open the state to lawsuits to protect the account.

Please veto this piece of bad legislation and save the state significant legal fees, courts costs, and settlement costs. Fund the APPS program properly in the light of day as should be done in a democratic republic where the government serves the people and conducts its business publicly.
