My sister in law has a 9mm that she bought new about 15 years ago that has a 15 rnd magazine. I assume this is grandfathered in even though it has a larger than 10 rnd capacity? Can she transfer it to me?

no, she can keep/use the mag but she can not transfer it to you.

she can ppt you the gun and give you the magazine disassembeled as a repair kit.

yup.. but you need a working magazine for the PPT, so you need to buy a 10rd magazine

Yep. Magazines over 10 rounds are illegal in CA, and can't be transferred. She owned the mag before 2000 so she is in legal posession of the magazine. You did not.

Correct; she got the magazine when it was still legal to sell them to non-LEO. The cutoff was Jan 1, 2001.
