Default Can these Scope features be met under $400?

I'm starting to save up to upgrade from my basic Bushnell Trophy Xlt. I know what I'd like, just don't know if such a scope is out there. The features are:
1) First Focal Plane reticle.
2) Var. power: 3x9, 4x12, 4x16 or something along those lines.
3) Matching Mil-dot variety reticle and 10th mil turret adjustments.
4) 30 mm tube.
5) As close to $400 or under as possible.

The closest I've seen is a BSA for under $300 but I wonder about the quality, plus it weighs about 26ozs. I guess essentially I'm looking for a B grade scope for a C grade price. Am I completely out of the ballpark or is there something like I want available? Maybe used? My vision is blurring from comparing websites.

Put this on my Savage 10PC 308 Great scope and has what you are looking for. I looked at alot of glass and to me it compaired with the big name brands. Going to put one on my 7 mag when the funds come available.

Wow, that's a better deal than the BSA. I forgot to say I wanted a 30mm tube but this has it already. I did see a minor problem with their extended deluxe mount... someone wrote it was too low to use with his magpul BUIS on his AR-15. That's the same setup I was going to use. I guess I could carry the BUIS in my pocket.
Haven't heard of the company in terms of scopes, but I've heard good things about them in other stuff.

Forget BSA, total crap optics. Redfield, Nikon, Leupold or the Primary Arms offerings.

Does the Primary Arms come anywhere close to the quality of the Leupold and Nikon scopes? I mean, a scope like the one listed above with those specs in a Leupold would be two to three times more expensive. Correction, more like three to five times more expensive if we are talking about the Mark 4 scopes. So am I just wasting money by spending $1000+ on a scope?

No. There are reasons why people spend good money on glass. Having a feature rich scope at a low price is not the best thing to do. For all that the OP listed the cheapest I would go for is the Weaver tactical or the Vortex Viper PST. Not only is Glass important but so is repeatability. Having a scope being able to track and hold zero is a must.

I would agree with that on 99% of the offerings from BSA. The Tactical FFP that Midway sells seems to be vastly different from their standard lineup though. It's actually not bad, especially considering the price. I've run one of them for a few years now, mostly on a 308 but also some limited use on a 300 Win Mag. No issues at all with holding zero, and the tracking hasn't been a problem either. The side parallax is nice to have, and functions as it should for reducing/eliminating pthe effects of parallax at various distances. Glass is decent enough for shooting steel out to 1000 yards, although there is not enough elevation travel in the turrets to adjust it that far. Mine has somewhere around 18 mils of internal travel, which is below that listed in it's specs from Midway. The extended reticle design allows for holdovers once you run out of adjustment though. Between the two, you can still stretch it pretty far. Other than the limited internal adjustment, my only complaint with this scope is the relatively mushy clicks on the turrets.

These are great! Read the reviews or do some research on them.

I have been shooting one for a while. It has never lost 0 and tracks true.
