Default CCW questions

Hello, I have a few questions about the CCW process in Monterey county. I am going to be moving by April 1st at the latest, staying in the county.
Would it be better or a worse idea to apply right after I move?
I am thinking the new house would never be cleaner than at that point, so that would be nice for the walkthrough, but, I wouldnt know my neighbors at all. I really dont know them here though, and actually cant even communicate with them because nearly every single neighbor around me does not speak english. We dont even know each others names.

Also, I have now and will have a roommate when I move. Should my roommate clean up his room too, or would the main house and my room be enough?

So what do you guys suggest for these two issues?

What does a clean house or neighbors have to do with CCW??

Never heard of a home inspection as part of a CCW app!

The home walkthrough is not mentioned on the government site, so, maybe it is incorrect.

The home visit doesn't typically go beyond the greeting room/family room or kitchen table to sit and talk a moment
No bedroom inspections.

On the note of when to apply
Start the process now
If your approved and on the verge of moving, put your new address on your CCW permit else its 10$ to change it after
Just let them know during initial interview that you plan on moving

Here in a state where I apply for my CWL at DMV, wait about 2 weeks and pick the license up at DMV, what is the logic for the need of a "home visit" prior to getting a license?
