Default Sales of handgun to an out of state buyer...and limit on # of PPT's allowed

I've got a couple of questions I don't seem to find answers to ... maybe someone can give me the info or at least point me the right direction

I'm aware that a private party is limited to "less than 6 transactions per calendar year" (meaning 5 transactions maximum) where handguns are concerned and that a "transaction" can be any number of handguns to one buyer at the same time with dros done at the same time....but if I sell to an out of state buyer and ship to his FFL for him, does the law apply and how does the DOJ in California know I've sold a registered handgun and shipped it out of state? So the 2 questions are..How does DOJ know so they can remove it from my records, and does it count as a "California transaction" toward the "less than 6" rule?

To tell the CA DOJ that you no longer have a firearm:

Notice of No Longer in Possession (BOF 4546), pdf

As I understand it, the CA DOJ does not really care what you sell, but what it cares about is your buying and selling firearms. If you have a collection of firearms and you decide to sell it, when asked, the DOJ does not seem to care. This means the transaction count is something that they can use against you if they want. You could send them a letter asking about only selling, not buying, but if you buy & sell then the out of state sales could count.

No matter what form you fill out or even if you sell it in CA, the DOJ will NOT purge it from your records.

I've often wondered who "monitors" all the data and lists that they have...man it's a paper mill. I sent an e mail to the DOJ asking the questions I posted here...it's been several months and no reply...guess they are busy with other things...I'll post any results I get back...Sum Fun!!
