Default When does an FFL take ownership of a firearm?

If you hold an FFL -Not C&R only-, When do you take ownership of a firearm? Can an FFL holder in Nevada take immediate ownership of a firearm from a private owner who is a CA Resident? What about a CA FFL Holder taking immediate ownership of a firearm from someone who is a CA Resident?

What do you mean by ownership?

Assuming that the FFL is properly licensed, they can acquire the firearm. In CA, a secondhand dealer permit is required if the FFL is buying it for inventory (unless their local government does not issue it).

If I want to sell you a firearm, Can you drive to my house and I can sell it to you there, or is there some sort of reporting requirement when an FFL purchases a firearm? Either for personal or inventory use.

I believe it is legal to acquire the firearm at other locations, but it can be a bit of a gray area depending on the meaning of doing business. I don't do it, so I would have to confirm that.

Yes, in CA there is a reporting requirement when a FFL buys an item for inventory (FDAS), as well as if it is a handgun for person use (DROS). For a personal long gun, there would not be any reporting, but it would be logged in the bound book.

I (FFL in CA) just picked up in-person a new handgun from a dealer in Nevada. They wanted a signed copy of my FFL and my resale certificate. They did the CFLC on the spot and I walked out with the handgun, no tax, transfer fee, waiting period, or shipping. Two dealers that I talked to in Reno said they would sell me anything I wanted to buy and what I did with it was my problem if it wasn't legal in CA. I brought it back and logged it in my A&D book.

Some FFLs are more reasonable than others. It is the problem for the CA FFL if the firearm is not able to be transferred (ie. not on certified list), not theirs.
