Default Out of state transfer of a complete lower question

I have a buddy in NV that wants to buy my DD complete lower (off of a DDM4V5 I bought from RG). I see that PPT fees are $35. Is there another fee for out of state transfers? How do I/you handle shipping the lower to his FFL? Is there a set price for shipping to his FFL? What is the total cost altogether?

If you are selling it to someone in another state, then just pack it up yourself and ship it to his FFL - there is absolutely no need to go through an FFL to sell your own personal gun out of state, unless his FFL has their own policy that only accepts shipments from other dealers. Shipping it yourself is the best, cheapest way. Any fees paid at the receiving FFL would be paid by the buyer. We tell sellers to include a photocopy of their driver's license so we have the info we need to log the gun into our system under their name. You should have the buyer ask his FFL what their policy is.
