He effectively banned any type of weapons carry outside of the home. Considering he is aware of the court cases pending and completed, it's entirely possible he forsees these carry laws being moot at some point. More ammunition to approve concealed carry.

I'm quite happy he vetoed the reporting bill for stolen firearms. Read the veto message, it's quite logical.

I will now apply for my LTC and if it is NOT approved I will sue...

The California Legislature and Governor have now violated the 2A...we have NO LEGAL way to bear arms without the conscent of the government.

I will use this as my Good Cause Statement.

Even the California Constitution Article 1. Section 1. states our Inalieable Rights as Citizens and the legislature has removed and made illegal oour unlawful EVERY TOOL of self defense.

It's all well and good to argue that this was strategic, but I don't think so.

I just don't see how this helps us with getting "carry". The "carry" cases which are likely to get to SCOTUS are already well up there in the pipeline and if you file suit in this case you'll be way behind the curve on getting "carry" approvingly ruled by SCOTUS.

I understand that the argument then becomes a state one. Well, I don't see how this helps us at the state level, either.

There is a good chance that the SCOTUS ruling will say something like "the states must allow you to bear a firearm immediately ready for confrontation in all non-sensitive areas". They may not specify that you must be able to carry your choice of a long gun or a handgun. So the state could still allow CCW while banning long gun carry.

The best explanation for this enactment is that JB is not a solid pro-RKBA kind of guy who is willing to take political risk for the freedom of his subjects.

This is not a huge surprise. But it is disappointing after a largely decent record on the part of JB last year.

Well to be fair there are quite a few place in Cal that are pretty much shall issue.

If your safety is that much of a concern you can vacate those areas as residences. Besides the changes in legal code there is the very good chance that those bastions of no-carry will be not very pleasant places to be in the near future anyways... by that I mean more than they are right now.

I understand locked in a trunk is ok. My flintlocks are too long to go in the trunk and nobody makes lockable cases that long either. I gather I can take it between home and hunting grounds in the back seat but where else?

oh really. he wants to raise taxes again. despises prop 13, hasn't been 2a friendly at all. signed high speed rail even though people don't want it anymore. the state is completely borke. he is beholden to unions. where is the positive with him.

Yes, you are quoting an exemption. The crime itself only applies when the firearm is being carried outside a vehicle.

PC 26400. (a) A person is guilty of carrying an unloaded firearm
that is not a handgun in an incorporated city or city and county when
that person carries upon his or her person an unloaded firearm that
is not a handgun outside a vehicle while in the incorporated city or
city and county.

This may change things, but Save Our State will adapt an overcome. There are plans in the works for Urban Rifle Hike IV this year, and there WILL be open carry of long guns by us next year.

So, this means that once I load up my gear to go shoot, I cannot take it out of my car until i get to an unincorporated area ?

How do I get to an indoor range then ? Is to and from target shooting exempted or do I have to transport it in a locked container and not just a case ? This blows.

I think it means that you cannot unlock your ( locked) case until you are through the entry door.

You have to transport it it in a locked container or in a case designed to carry a firearm which fully encloses the firearm and fastens in some way.

You have to transport it in a container or case (see above) any time you are out in public in an incorporated place.

This means you have to transport it in the container or case until you are within the confines of an exempted place. A target range is such a place.

So they must be unloaded in a case, but UNLIKE handguns they do not have to be locked?

Can I get some money from the state to help fund these cases? This is going to cause financial hardship...

What is the definition of "encased" ??
What are the allowed materials for this encasement ?
Can it be fabric ? Can it be "see-thru" ?

This is the language from the bill:

PC 16505. For purposes of Chapter 7 (commencing with Section 26400)
of Division 5 of Title 4, a firearm is "encased" when that firearm is
enclosed in a case that is expressly made for the purpose of
containing a firearm
and that is completely zipped, snapped, buckled,
tied, or otherwise fastened with no part of that firearm exposed
.

Dear Congressman Portantino,

I've learned from previous attempts at constructive discourse that you are either uninterested or incapable of articulating an educated or reasonable response to concerns from California citizens, so I will spare us both the effort and tell you plainly that your scare tactics with AB 1527 and pandering to the film industry shows that you are a large part of the schizophrenic politics that have destroyed California. Rather than solve real problems you instead create mythical boogeymen posing phantom threats to your make believe victims. Take pride in the fact that your congressional district has some of the worst schools in the United States and pat yourself on the back for ignoring that problem and pursuing fantasy problems in their stead. The children thank you for your priorities!
